Village Board of Trustees Special Meeting
Monday, October 21, 2024, 2024
The Board of Trustees for the Village of Grantsburg met on Monday, October 21, 2024, at 5:00
p.m. at 316 S. Brad Street, Grantsburg, Wisconsin.
Present: President Terrance Kucera, Trustee Greg Peer, Trustee Diane Barton, Trustee Leo
Janke, Trustee Hank Java, Trustee John McNally
Absent: Trustee Rick Lindberg
Others: Police Chief Jared Woody, DPW John Erickson, Deputy Clerk/Treasurer Allison
Longhenry
Call to Order President Kucera called the Special Village Board meeting to order at 5:00 p.m.
Clerk/Treasurer Meyer conducted roll call. The Pledge of Allegiance was recited.
Public Comments. No one appeared.
Administration Committee recommendations a) VFD/Soft start purchase. DPW Erickson
explained he would like approval to purchase a Variable Frequency Drive (VFD) or a Soft Start
control for the pumps at the Main Lift Station located in the campground. Either control would
hopefully lengthen the life of the pumps and minimize repair needs. DPW Erickson preferred
the VFD at an estimated cost of $10,450 compared to $9,633 for the Soft Start control. We may
qualify for a Focus on Energy $800 rebate with the VFD. Motion by Trustee Peer, second by
President Kucera to approve DPW Erickson purchase a 58-amp Mitsubishi VFD, NEMA
3R enclosure with fused control transformer and fan ventilation for the Wastewater Main
Lift Station at $10,450 and to apply for the Focus on Energy rebate. Motion passed
unanimously.
b) Community Center proposal. C/T Meyer and Deputy C/T Longhenry discussed a request
received from several individuals wishing to rent a commercial kitchen wondering if the Village
would be interested in taking any necessary steps to have the Community Center kitchen
qualified as a commercial kitchen. The board thought the cost would be prohibitive and asked if
the individuals had checked to make sure the existing kitchen would not work as it is.
c) lease of Village-owned property. Informational only.
d) Memory Lake survey. A final survey was included for the Board’s review.
2025 Health, etc. Insurance. C/T Meyer explained she has been researching the Employee
Trust Funds’ State health insurance options for Village employees but does not feel a
recommendation can be made before the open enrollment deadline of October 25, 2024. C/T
Meyer presented a comparison of the current health and dental insurance to two Medica plans
received from Agent Carol Alderman. The Medica plans have age derived premiums and not a

set amount for family premium, single premium, etc. Each employee’s premium would be
different. Meyer asked how the employees would be charged for these types of premiums; pay
a percentage of their premium amount or an average of all single or family plans. The
Administration Committee asked to have until the November meeting to consider this. Village
Board felt the same way.
Trustee Janke joined the meeting at 5:44 p.m.
THE VILLAGE BOARD WILL CONVENE INTO CLOSED SESSION to consider hiring for the
Water/Sewer Operator position pursuant to Wis. Stats. 19.85 (1) (c) “Considering
employment, promotion, compensation or performance evaluation data of any public
employee over which the government body has jurisdiction or exercises responsibility.”
Motion by Trustee Java, second by Trustee Barton to convene into closed session at 5:45
p.m.
THE VILLAGE BOARD WILL RECONVENE INTO OPEN SESSION pursuant to Wis. Stats.
19.85 (2). Motion by Trustee Java, second by Trustee Barton to reconvene into open
session at 6:21 p.m.
Motion by Trustee Java, second by Trustee Janke to hire Peter Denn as the Water/Sewer
Operator. Motion passed unanimously.
It was decided that Department Heads will have the authority going forward to interview and
research potential candidates for employment with a recommendation to hire going to the Village
Board. Candidates for Department Head positions will continue to be interviewed and hired by
the Village Board.
Adjournment President Kucera adjourned the meeting at 6:21 p.m.

The Village Board of Trustees will discuss the following items and take action as needed:
1. Call to Order; Roll Call
2. Public Comments: 30 minutes per meeting/5 minutes per speaker. Pursuant to WI Statues § 19.83(2)
and 19.84(2), the public may present matters; however, they cannot be discussed or acted upon until specific notice of
the subject matter of the proposed action can be given.
3. Administration Committee recommendations a) purchase VFD/Soft Start for main
