Village Board Meeting Minutes
The Village Board met on Monday, August 11th at 4:00 p.m.
in the Village Board room, 316 Brad St S, Grantsburg, WI 54840.

President Lindberg called the Village Board Meeting to order at 4:00 p.m. Deputy Clerk/Treasurer
Longhenry conducted roll call. The Pledge of Allegiance was recited.
Public Comments
No one appeared.
Correspondence
Included in the Trustee packets were the Burnett Co Admin newsletter, SEH project update
report, and Golf Financials.
Minutes
President Lindberg asked if there were any changes, corrections, or additions to the minutes
presented from the following 2025 meetings: July 14th Administration Committee, July 14th Village
Board, July 17th Special Village Board, July 24th Public Safety Committee, and July 24th Special
Village Board. None were proposed. The minutes stand approved as submitted.
Utility Easement
Deputy Clerk/Treasurer explained the proposed easement was to allow the Village to run utilities
from N Russell Street through PLM Developments’ (Scott McLain) parcel to the Village’s
Wastewater Treatment Plant to which McLain has already agreed.
Motion by Trustee Peer, second by Trustee Janke to accept the Utility Easement Agreement
with PLM Developments as presented. Motion carried unanimously.
Southern Crex Spirits outdoor bar license
Mike Janke submitted request to an outdoor bar set up as done in the past.
Motion by Trustee Addison, second by Trustee Campeau to approve the request from
Southern Crex Spirits dba Hummer’s for an outdoor bar set up on the patio Saturday,
September 6th, 2025, from 4 p.m. to 12 MIDNIGHT. Motion carried unanimously.
Mike Janke left the meeting at 4: 07 p.m.
Staff Reports:
DPW Report
DPW Erickson reviewed the report included in the Trustee packets highlighting the campground
expansion is nearing completion and has an inspection date of August 13th, St. George Avenue
between Robert St S and Russell St S will be chip sealed beginning August 14th depending on
weather, annual sewer televising was completed, Market and Johnson planned to begin the
Wastewater Treatment Plant project construction on August 11th, and all water system gate valves
were exercised as required by the WI-DNR.
Police Chief Report
Chief Woody reviewed the monthly incident report and calls for service report included in the
Trustee packets noting the high number of animal incidents relating to issuing unlicensed dogs
citations. He also shared that National Night Out held on August 5th was a success.
Public Hearing – The 101 Lofts, LLC (Tyler Myers & Abby DeWitt) Conditional Use Application
to have residential dwelling units on the first floor of 101 W Madison Avenue.
President Lindberg called the Public Hearing to order at 4:15 p.m. Deputy Clerk/Treasurer
Longhenry read the Public Hearing Notice. President Lindberg asked for anyone wishing to speak
in favor of the conditional use application. Applicant Tyler Myers provided overview of the
proposed project. He would like to have 3-4 residential dwelling units on the first floor of 101 W
Madison Avenue. Tyler indicated the portion of the building fronting the street will remain
commercial to comply with Village ordinance. President Lindberg asked for anyone wishing to
speak against the conditional use application. No one spoke. President Lindberg closed the
public hearing at 4:21 p.m. Deputy Clerk/Treasurer indicated the Plan Commission voted
unanimously to recommend the Village Board approve the conditional use application.
Motion by Trustee Peer second, by Trustee Addison to accept the Plan Commission’s
recommendation and approve the Conditional Use Application submitted by The 101 Lofts,
LLC (Tyler Myers & Abby DeWitt) to have residential dwelling units on the first floor of 101 W
Madison Avenue (parcel 07-131-2-38-19-14-5 15-810-042000). Motion carried unanimously.
Staff Reports Continued:
Police Chief Report continued.
Chief Woody reviewed the law enforcement jurisdiction agreement with the Town of Grantsburg
included in the packet. He indicated this would allow Village Officers to have jurisdiction in areas
where a street goes from Village to Town and back to Village. He explained this agreement is
updated from the previous agreement and he would present it to the Grantsburg Town Board at
their next meeting for review.
Motion by Trustee Addison, second by Trustee Janke to approve the Agreement Between
Village of Grantsburg and Town of Grantsburg regarding Law Enforcement Jurisdiction.
Motion carried unanimously.
Clerk/Treasurer Report
Deputy Clerk/Treasurer reviewed the licenses/permits issued for the month and the cash report
included in the packet. Chief Woody highlighted citations issued to liquor license holders for not
having a licensed operator on premises during sales.
Jeremy Gronski – Grantsburg Housing Authority – Crexway Court report.
Jeremy introduced himself as the Housing Director for Crexway Court and provided a brief
overview of the 28-unit building and its’ operations. He offered to attend meetings in the future for
periodic updates at the Village’s request, he also provided a copy of the housing authority’s 5-year
budget to Deputy Clerk/Treasurer Longhenry.
Jeremy left the meeting at 4:41 p.m.
Staff Reports Continued:
Library Director Report
Director Yoerg reviewed the reports included in the Trustee packets and shared that she had
attended the Towns Association meeting on July 24th.
James Ave & Johnson Street asphalt base
Deputy Clerk/Treasurer provided the Village Board with a copy of a letter from Wisconsin
Department of Transportation denying the Village’s request for extra funding due to the cost
overrun on the James Ave and Johnson Street project. The committee discussed the need to
schedule a special board meeting to review the Village’s options and their financial impact.
Tyler and Abby left the meeting at 4:48 p.m.
Committee Reports:
Public Safety Committee
Trustee Peer recapped the recent public safety meeting stating that 60 properties had been
reviewed and several letters and citations were planned to be issued. He also shared redoing the
letters to provide more detail to property owners of their violations which should improve the
process. The next meeting was scheduled for October 8th at 9 a.m.
Administration Committee
Deputy Clerk/Treasurer Longhenry provided a recap of the Administration meeting held earlier in
the day. She shared the approved motion for the Burnett County Ag Fair request read as follows;
Motion by Trustee Peer, second by President Lindberg to approve the Burnett Co. Agricultural
Society Fair’s temporary street closure of Madison Avenue from Olson Drive to Pine Street South
to the fairgrounds for the annual parade on Saturday, August 23rd from 3:30 p.m. to 4:30 p.m. and
the no parking request for the east side of Pine Street South for the entire length of the fairgrounds
from August 21st – August 24th. She also shared the approved motion as follows; Motion by Trustee
Peer, second by President Lindberg to recommend the Village Board allow Brian Riley with Ehlers
to solicit for lending proposals on behalf of the Village. She continued to explain that Brian will
present proposals at the next Administration Committee meeting. Lastly, she reviewed that no
motion was made for Refuse & recycling proposals as the committee wanted more time to review
the three proposals and will review at the next committee meeting in September. Kathy with
Republic Services and Eric with Waste Management were present and were available for
questions from the board. Kathy highlighted Republic’s commitment to local involvement and
support as she did at the committee meeting.

Motion by Trustee Janke, second by President Lindberg to approve payment of the bills as
presented:

Payroll vouchers V9573-V9607 $24,791.96
ACH/EFTPS payments $35,248.49
Total $366,167.93
Motion passed unanimously.
THE VILLAGE BOARD WILL CONVENE INTO CLOSED SESSION to discuss procedures for filling
vacancy in the Police Department pursuant to Wis. Stats. 19.85 (1) (c) “Considering
employment, promotion, compensation or performance evaluation data of any public
employee over which the government body has jurisdiction or exercises responsibility.”
Motion by President Lindberg, second by Trustee Peer to convene into closed session. Motion
carried unanimously.
THE ADMINISTRATION COMMITTEE WILL RECONVENE INTO OPEN SESSION pursuant to Wis.
Stats. 19.85 (2).
Motion by Trustee Janke, second by Trustee Addison to reconvene into open session. Motion
carried unanimously.
Motion by Trustee Addison, second by Trustee Janke to accept the Administration Committee
recommendation and offer Jerome Hoyt a promotion from part-time officer to the position of
full-time police officer at the rate of $33 per hour, maintaining that rate through 2026. Motion
carried unanimously.
The meeting was adjourned at 5:33 p.m.
