March 4, 2019 City Council Meeting Minutes 6:00 PM
The regularly scheduled meeting of the Mayor and Council for the City of Gray, Georgia was held on
Monday, March 4, 2019 at 6:00 PM in the D.V. Childs Civic Center.
Present: Mayor Ed Barbee, Mayor Pro Tem James Collins, Council Members Benny Gray, Terry
Favors, Terrell Fulford and David Tufts, City Attorney John Newberry, Police Chief
Adam Lowe, Fire Chief Keith Eisele, City Clerk Cindy Yancey and Assistant City Clerk
Ashley Roberson.
Guests: Haley Watson, Sara Dusenberry, Glenda Wood, Jerrold Pitts and Debbie Lurie-Smith,
The Jones County News.
Mayor Barbee called the meeting to order at 6:00pm.
Councilman Tufts gave the invocation, followed by the Pledge of Allegiance.
Councilman Tufts made a motion, seconded by Councilman Fulford, and unanimously voted to approve
the March 4, 2019 agenda.
APPROVED 5-0
Councilman Gray made a motion, seconded by Councilman Favors and unanimously voted to approve the
February minutes.
APPROVED 5-0
Councilman Fulford made a motion, seconded by Councilman Tufts, and unanimously voted to approve
the February accounts payable.
APPROVED 5-0
Haley Watson – Main Street Gray Report:
• Main Street Gray Director Haley Watson reported that the First Annual Turkey Fest would be
held April 5th, 6th & 7th.
Mayor’s Report:
• No report.
Old Business:
1. Second Reading: An Ordinance of the Mayor and Council of the City of Gray, Georgia to amend
appendix A – Zoning and Subdivision Regulations, Article XIV, Section 147 Sidewalks and
Street Signs of the Code of the City of Gray, Georgia so as to require the installation of street
lighting for subdivisions; and for other purposes.
Councilman Tufts made a motion, seconded by Mayor Pro Tem Collins, and unanimously voted to
approve Ordinance 19-O-002.
APPROVED 5-0
New Business:
1. Acceptance of bid submitted by Wilfred Seabrooks in the amount of $2000 for property
(Map/Parcel G04 00 280) located on Dixie Street.
Councilman Gray made a motion, seconded by Councilman Fulford, and unanimously voted to accept
Mr. Seabrooks’ bid.

2. A Resolution of the Mayor and Council of the City of Gray, Georgia authorizing the Mayor to
execute an agreement and deed with Wilfred Seabrooks to sell surplus property, Map G04, Parcel
280, Lot seven Dixie Street; and for other purposes.
Councilman Gray made a motion, seconded by Councilman Fulford, and unanimously voted to approve
Resolution 19-R-006.
APPROVED 5-0
3. A Resolution of the Mayor and Council of the City of Gray, Georgia to update the Jones County
Service Delivery Strategy; and for other purposes.
Councilman Tufts made a motion, seconded by Councilman Favors, and unanimously voted to approve
Resolution 19-R-007.
APPROVED 5-0
4. A Resolution of the Mayor and Council of the City of Gray, Georgia to apply for Community
Development Block Grant funds; and for other purposes.
Councilman Tufts abstained from voting on this item, due to the fact that he lives in the target area that
will directly benefit from water/sewer improvements.
Councilman Gray made a motion, seconded by Councilman Fulford, and unanimously voted to approve
Resolution 19-R-008.

5. Acceptance of LMIG bid.
• Georgia Asphalt – 175,770.00
• Reeves Construction – 141,909.00
• East Coast Grading – 184,466.36
Councilman Tufts made a motion to have the streets rebid individually due to the total cost being so high,
Councilman Fulford seconded, and unanimously voted to approve the motion to have the streets rebid.
APPROVED 5-0
Public Comments: (Three minutes per speaker and no more than two speakers per topic)
• Haley Watson reported that the Gray Jaycees have their drive-in movie Saturday at the Lion’s
Club. They will be playing Toy Story.
There being no further business to discuss, the meeting was adjourned.
