December 16, 2021 Special Called Council Meeting Minutes 10:05AM A Special Called Council Meeting of the City of Gray, Georgia was held on Thursday, December 16, 2021 in the conference room at City Hall. Present: Mayor Ed Barbee, Mayor Pro Tem James Collins, Council Members Terrell Fulford, and David Tufts, City Superintendent Frank Ross, Assistant City Superintendent Cheyenne Morgan, Police Chief Adam Lowe, City Clerk Cindy Yancey, Assistant City Clerk Ashley Roberson, Wastewater Treatment Plant Operators Jason Farmer and Matthew Scroggins. Guests: Matt Smith and Brittany Bradley, Carter & Sloope. Mayor Barbee called the meeting to order at 10:05am. 1. A Resolution of the Mayor and Council of the City of Gray, Georgia to adopt a Water Protection Plan; and for other purposes. Councilman Fulford made a motion, seconded by Councilman Tufts, and unanimously voted to approve Resolution 21-R-026. APPROVED 3-0 2. A Resolution of the Mayor and Council of the City of Gray, Georgia to supplement the General Appropriations Resolution passed by Mayor and Council the 5th day of October 2020, for fiscal year 2021; and for other purposes. • Police Dept Grant Councilman Fulford made a motion, seconded by Mayor Pro Tem Collins, and unanimously voted to approve Resolution 21-R-027. APPROVED 3-0 3. A Resolution of the Mayor and Council of the City of Gray, Georgia to supplement the General Appropriations Resolution passed by Mayor and Council the 5th day of October 2020, for fiscal year 2021; and for other purposes. • Beer/Wine Tax Transfer Councilman Tufts made a motion, seconded by Mayor Pro Tem Collins, and unanimously voted to approve Resolution 21-R-028.
