A Special Called Council Meeting of the City of Gray, Georgia was held on Monday, March 21, 2022 in
the D.V. Childs Civic Center.
Present: Mayor Ed Barbee, Mayor Pro Tem James Collins, Council Members Terrell Fulford,
Terry Favors and David Tufts, City Attorney John Newberry, Police Chief Adam Lowe,
City Superintendent Frank Ross, Assistant City Superintendent Cheyenne Morgan, and
City Clerk Cindy Yancey.
Guests: Vickie Bilderback, Greg Boike, Debbie Lurie-Smith, The Jones County News.
Mayor Barbee called the meeting to order at 6:40pm.
1. A Resolution of the Mayor and Council of the City of Gray, Georgia to supplement the General
Appropriations Resolution passed by Mayor and Council the 4th day of October 2021, for fiscal
year 2022; and for other purposes.
• ARPA Fund budget – 2022
Councilman Tufts made a motion, seconded by Councilman Fulford, and unanimously voted to approve
Resolution 22-R-017.
APPROVED 4-0
2. A Resolution of the Mayor and Council of the City of Gray, Georgia to appropriate certain sums
of money for the operations of the ARPA fund of the City of Gray, Georgia for the fiscal year
2021; and for other purposes
• ARPA Fund supplement – 2021
Councilman Fulford made a motion, seconded by Councilman Favors, and unanimously voted to approve
Resolution 22-R-018.
APPROVED 4-0
3. A Resolution of the Mayor and City Council of Gray, Georgia adopting a moratorium on homes
under 601 per square feet and more than one home per tax lot.
Councilman Favors made a motion, seconded by Mayor Pro Tem Collins, and unanimously voted to
approve Resolution 22-R-019.
APPROVED 4-0
4. A Resolution of the City of Gray, Georgia authorizing the Mayor to execute a loan amendment
and modification with the Clean Water State Revolving Fund, administered by Georgia
Environmental Finance Authority; and for other purposes.
Councilman Fulford made a motion, seconded by Councilman Tufts, and unanimously voted to approve
Resolution 22-R-020.
APPROVED 4-0
5. Acceptance of LMIG bid.
Councilman Tufts made a motion, seconded by Mayor Pro Tem Collins, and unanimously voted to accept
Benchmark Paving’s bid for Tanglewood Drive and Stonegables Court in the amount of $106,295.00.

6. Authorization for Mayor Barbee to sign a notice of award notifying IPR Southeast, LLC that the
city has accepted their bid for the Sanitary Sewer Rehabilitation, Phase I.
• Bid amount - $549,765
Councilman Tufts made a motion, seconded by Mayor Pro Tem Collins, and unanimously voted to
authorize Mayor Barbee to sign the notice of award for the Sanitary Sewer Rehabilitation, Phase I.
APPROVED 4-0
There being no further business to discuss, the meeting was adjourned.
