Greeley City Council Agenda Regular Meeting Tuesday, July 21, 2026 at 6:00 PM City Council Chambers at City Center South,1001 11th Avenue, Greeley, CO 80631 via Zoom at: https://greeleygov.zoom.us/j/86506994007 NOTICE: City Council Meetings are held on the 1st and 3rd Tuesdays of each month in the City Council Chambers. Meetings are conducted in a hybrid format, with a Zoom webinar in addition to the in-person meeting in Council Chambers. City Council members may participate in this meeting via electronic means pursuant to their adopted policies and protocol. Members of the public are also invited to choose how to participate in Council meetings in the manner that works best for them. Watch Meetings: Meetings are open to the public and can be attended in person by anyone. Meetings are televised live on GTV8 on cable television. Meetings are livestreamed on the City’s Meeting Portal https://greeleyco.portal.civicclerk.com/ Participation: Citizen Input Residents are welcome to share comments or speak on agenda items that are not part of a public hearing. Each speaker will have up to 3 minutes. Comments are most effective when offered as statements. Council will listen attentively but may not respond to questions during this time. Staff will follow up with pertinent questions. • In Person: Sign up in Council Chambers (1001 11th St.) with name and address. • Virtual via Zoom: After in-person speakers have concluded. Motion to approve the City Council Meeting Proceedings of June 16, 2026 10. Resolution ratifying the appointment of Carmody Lee to serve as Region 4 Trustee on the High Plains Library District Board of Trustees for the remainder of the 4-year term 11. Resolution authorizing the city to enter into a contract for professional services between the City of Greeley and ICON engineering for a comprehensive stormwater master plan focused on Greeley No 3 Ditch System 12. Resolution authorizing the City to enter into a contract for Professional Consulting Services between the City of Greeley and Martin and Wood consultants in the area of Water Resources Engineering 13. Resolution authorizing the City to enter into a contract for professional services between the City of Greeley and Mark Thomas & Company Inc. for additional design services for the downtown infrastructure revitalization project 14. Resolution authorizing a grant agreement with the State of Colorado, Department of Local Affairs, to receive Housing Planning Grant funds for consultant services 15. Resolution authorizing the City of Greeley to provide Fire Protection service to the Cache Annexation, as set forth in Exhibits A-1 and A-2, respectively, of the petition to exclude territory from Windsor-Severance Fire Protection District, and directing the City Attorney to commence a court action to exclude the property from Windsor-Severance Fire Protection District 16. Resolution authorizing the City of Greeley to provide Fire Protection service to the Seeley Lake Annexation and the Willow Vista Annexation, as set forth in Exhibits A-1 and A-2, respectively, of the petition to exclude territory from the Eaton Fire District, and directing the City Attorney to commence a court action to exclude the properties from the Eaton Fire Protection District 17. Resolution authorizing the City of Greeley to provide Fire Protection service to the Schmerge Annexation and the Kinnison Annexation, as set forth in Exhibits A-1 and A-2, respectively, of the petition to exclude territory from Windsor-Severance Fire Protection District, and directing the City Attorney to commence a court action to exclude the properties from Windsor-Severance Fire Protection District 18. Introduction and first reading of an ordinance appropriating additional sums to defray the expenses and liabilities of the City of Greeley for the balance of the Fiscal Year of 2026 End of Consent Agenda 19. Appointments to Boards and Commissions - Citizen Budget Advisory Committee, Human Relations Commission, Judicial Review Board, Museum Board, Union Colony Civic Center Advisory Board and Youth Commission 24. Motion to go into Executive Session for the purposes of receiving legal advice, determining positions relative to matters subject to litigation and negotiations, developing strategy for litigation and negotiations, and instructing negotiators related to disputes with the Town of Windsor (“Windsor”), including the pending lawsuit concerning wastewater services (Case No. 25CV30355) and objections to the annexation into the City of Greeley (“Greeley”) of certain properties bordering Windsor. 25. Motion authorizing the City Attorney to prepare any required resolutions, agreements, and ordinances to reflect action taken by the City Council at this meeting and any previous meetings, and authorizing the Mayor and City Clerk to sign all such resolutions, agreements, and ordinances 26.
