CITY OF GREEN RIVER CITY COUNCIL PROCEEDINGS July 3, 2012 The Governing Body of the City of Green River met in regular session at 7 pm in the City Hall Council Chambers. Mayor Castillon called the meeting to order and Assistant Fire Chief Liberty led the Pledge of Allegiance. The following Council Members were present: Gary Killpack, Gene Smith, and Tom McCullough. The following were present representing the City: Director of Public Works Mike Nelson, Director of Human Resources Debbie Klein Robertson, Director of Finance Jeff Nieters, Director of Community Development Laura Leigh, Chief of Police Chris Steffen, Fire Chief/Emergency Services Mike Kennedy, Assistant Fire Chief Mike Liberty, Assistant Fire Chief Dea Cargile, City Attorney Galen West, and Public Affairs Specialist Stephen Pyles. APPROVAL OF THE AGENDA Council Member Killpack moved to add Council Action Item C: Appointment of an Interim City Administrator and to approve the agenda. Council Member McCullough seconded. Motion carried. (4-0) PRESENTATIONS Chamber of Commerce Update Director Rebecca Briesmaster said traffic through the center is strong and has doubled since last month. The Forest Service will continue to staff the Visitor Center on Saturdays from 9 am to 3 pm. The Chamber is now able to sell Forest Service products when the Forest Service is not available. The Visitor’s Center will be open three hours longer during the National High School Finals Rodeo (NHSFR). The hours will be from 8:30 am to 8 pm, July 13th through July 20th. Various businesses in Green River such as, Krazy Moose, Taco Time, McDonald’s, and possibly Arctic Circle and China Gardens are planning to extend their hours during the NHSFR. They are trying to obtain a grant for the gateway signage for the Visitor Center. The two yearling fillies were named: Isabelle and Stardust. Branson Barton picked Isabelle and Crystal LeFevre picked Stardust. They both received a $25 gift certificate and got their pictures taken with the fillies. The Sweetwater County Photo Contest will be running until July 27, 2012. The last day to submit photos at the fair is July 29, 2012. The Chamber’s trip to Tuscany will be on March 15, 2013 and they will be having an afterhours presentation event in early September for more information. The River Festival is on August 17 and 18, 2012. There will be two ribbon cuttings this month. The National High School Finals Rodeo ribbon cutting is on July 14, 2012, at 9 am, at the Sweetwater Events Complex Midway. The Wilkins Peak Trail System will have a ribbon cutting at the Wilkins Peak Trail System Trail Head parking lot B, at 8:30 am, on July 21, 2012. Lunch and Learn is on Wednesday, July 18, 2012 at the Island Pavilion at noon. They will be catering the event with pizza, fruit, cookies, and drinks for $10 per person. Wyoming Landscape Conservation Initiative will be the presenters. The Forest Service has had a higher number of visitors since they moved into the Visitor’s Center. The old location numbers were:  May of 2011 = 328 and June of 2011 = 731 New location numbers were: City Council Proceedings July 3, 2012 Page 1 of 4   May of 2012 = 1,397 and June of 2012 = 2,740 Council Member McCullough asked if they can sell all of the Forest Service products. Ms. Breismaster said they are not able to sell the passes unless they become a vendor. Distinguished Service Award Fire Chief Mike Kennedy said on Monday, June 25 at 2:06 pm, there was an emergency call for an unresponsive person in the river. Due to the quick response of all of the agencies involved and the positioning of the responders along the banks of the river, this emergency (that only lasted approximately six minutes) turned out to be a successful rescue of an unresponsive person in the river. He would like to recognize, Assistant Fire Chief Dea Cargile and all of the emergency responders that worked as a team to respond to this emergency. He presented Assistant Chief Cargile with a plaque and a pin for his distinguished service. Assistant Fire Chief Cargile said there is no way this could have been done by one person. It was a combined effort by all agencies and their personnel. RESOLUTIONS Funding for Metal Residential Street Lights in River Cove Addition R12-34: A resolution for the governing body of the City of Green River, Wyoming, to approve a modification in the Capital Projects Fund for metal residential street lights in the amount of $7,530. Council Member McCullough moved to approve the resolution. Council Member Smith seconded. Council Member McCullough asked how many they were getting. Mr. Nelson said there is a usage fee for poles from Rocky Mountain Power. The developer put the bases in at their cost so the city will pay the cheaper fee for the light poles. There will be five metal poles. Motion carried. (4-0) COUNCIL ACTION ITEMS Change Order #1 for the 2012 Slurry Seal Project Council Member Smith moved to approve Change Order #1 to Intermountain Slurry Seal for the 2012 Slurry Seal Project in the amount of $9,297.93 making the overall contract amount $144,447.83. Council Member McCullough seconded. Motion carried. (4-0) Appointment to the Sweetwater Combined Communication Center Joint Powers Board Council Member Killpack moved to appoint Chief Kennedy to the Sweetwater Combined Communication Center Joint Powers Board for a term of two years. Council Member Smith seconded. Motion carried. (4-0) Appointment of an Interim City Administrator Council Member McCullough moved to confirm the Mayor’s appointment of Bill Thompson as Acting City Administrator effective July 6, 2012, to serve subject to the daily supervision and control of the Mayor until terminated at the pleasure of the governing body, or until a City Administrator is appointed or confirmed, or the expiration of one year which ever shall first occur at a contract employee salary of $1,500 per week without benefits. Council Member Killpack seconded. Council Member Killpack asked if Mr. Thompson would have the same rights and privileges as the City Administrator. Mr. West said yes. City Council Proceedings July 3, 2012 Page 2 of 4 The Mayor said the position closed on June 29, 2012 and interviews will be held at the end of July with the hope of appointing the position at the end of August or early September. Motion carried. (4-0) CONSENT AGENDA Council Member Smith moved to approve the following consent agenda items. Council Member McCullough seconded. Motion carried. (4-0)  Approve to enter into a contract and Electrical Service Requirements Agreement with Rocky Mountain Power to install three phase 120/280 volt electrical service to the new Child Development Center with an associated facility charge of $550.78 for sixty-months  Approve the lease agreement with Dennis Lewis for Horse Corrals #98 and #99  Approve the Joint Account Agreement with Groathouse Construction Inc. for retainage on the Child Development Center Construction Project  Accept the grant agreement with WYDOT Highway Safety for an additional grant amount of $2,500 and for an additional enforcement period to the end of July and into August 2012  Accept the HIDTA Grant money in the amount of $87,385 and to approve the Memorandum of Understanding between Wyoming DCI and the City of Green River/Green River Police Department  Authorize the application for a $364,500 FEMA Assistance to Firefighters Grant for self contained breathing apparatus  Agreement with Wireless Advanced Communication for the Police Department radio maintenance in the amount of $12,528 for Fiscal Year 2013  Financial Reports and Payment of Bills: Prepaid Invoices = $84,292.18 Outstanding Invoices = $1,308,643.71 Payroll Expenditures = $357,771.44 Pre-authorization Payments = $803,500.00  Minutes for: June 12, 2012 Council Workshop CITY ADMINISTRATOR’S REPORT Mr. Nieters had nothing to report. CITY ATTORNEY’S REPORT Mr. West had nothing to report. MAYOR AND COUNCIL REPORTS Council Member Killpack had nothing to report. Council Member McCullough said he hopes everyone enjoys the City’s fireworks show and to remember there is a ban on fireworks within city limits. Council Member Smith said there are many places in Utah that are banning all fireworks completely. He congratulated Assistant Fire Chief Cargile for his distinguished service. The Mayor urged people to remember the fireworks ban, the Police Department will be issuing citations. He congratulated Assistant Chief Cargile for his service and Mr. Thompson for stepping up as City Administrator. ADJOURNMENT Council Member Killpack moved to adjourn at 7:27 pm.
