CITY OF GREEN RIVER CITY COUNCIL WORKSHOP PROCEEDINGS SEPTEMBER 11, 2012 The Governing Body of the City of Green River met in workshop session at 6:30 pm in the City Hall Council Chambers. Mayor Castillon called the meeting to order. The following Council Members were present: Gene Smith, Tom McCullough, Adam Copplo, Jim Boan, Gary Killpack and Lisa Maes. The following were present representing the City: Acting City Administrator Bill Thompson, Director of Public Works Mike Nelson, Streets Supervisor Randy Kolloff, Director of Community Development Laura Leigh, GIS Specialist Jason Brown, Chief of Police Chris Steffen, and Public Information Coordinator Stephen Pyles. The Mayor said today is Patriot Day and he would like to have a moment of silence to honor the victims of 9/11. Green River Way Finding Mapping & Design Mr. Brown said in January of this year, the city entered into a contract with Mayfield Creative for the designing and mapping of way finding signage throughout Green River. There are three different styles of signs that are being proposed. There are seventeen vehicular signs, three parking area signs, and three kiosk signs proposed. There are two options for the gateway sign. They are giving two designs so they can satisfy the Comprehensive Plan and the unique design. One suggestion to satisfy both plans is to include landscaping and lighting. He said landscaping would be very low maintenance. Council Member Coppolo suggested using solar lights. Mr. Brown said the Way Finding Signage Committee recommends moving forward with the plan as developed by Mayfield Creative. He also asked for the council’s guidance on how the plan should be implemented. The Mayor said he would like staff’s recommendation on the cost for staff to do the work. He suggested prioritizing the signs. Some of the first ones should be for the shooting range and the rodeo arena since the National High School Finals Rodeo is coming back next year. Council Member Coppolo suggested asking some businesses to help pay for the signs. Ms. Leigh said since these signs are in the WyDot right-of-way they cannot say a specific business name. That is why the examples say groceries. Council Member McCullough suggested starting with the welcome signs, grocery store, and shooting range. If money is left over, a directory sign. As far as installing the signs, it will depend on the cost. Council Member Coppolo agreed. They need to know the overall cost of the project before they can decide which way to go. Ms. Leigh suggested going out for bid by component such as: the entrance way signs, and then the way finding signage. This way they can give us the prices of each one separately. Council Member Smith said he was expecting some signs with restaurants listed. Mr. Brown said they cannot put the business name on, but they can put downtown to draw the people to the restaurants. Council Member Smith said it will probably have to be done in phases due to the cost of the project. The Mayor suggested that staff go out for bid on the project. He asked if the lighting could be florescent so they can be seen at night. He thanked Mr. Brown and the committee for doing a good job. Ms. Leigh said WyDot supports this project because the new signs that will go up and that will City Council Workshop Proceedings September 11, 2012 Page 1 of 2 reduce the amount of signs at some locations. The Mayor asked if there are funds available from WyDOT for signage. Ms. Leigh said she will look into it. City Administrator’s Report Mr. Thompson said a landfill subcommittee will be dealing with issues on the closing of the landfill. One of the items being brought up statewide is the remediation of landfills that are leaking or having problems. State funding could reimburse communities that have acquired costs dealing with their landfills. Council Member McCullough said when the state legislature appropriates money the city might become a transfer station. The garbage would be dumped here at a transfer station and then transferred over to the Rock Springs landfill. It would not be any different for citizens as far as pick up. The time frame is around five to ten years. This will be happening around the state. Mayor and Council Reports Council Member Killpack said he likes option one of the signage project, and he thanked the committee for their work on it. Council Member Boan and Coppolo had nothing to report. Council Member Maes also agreed on the sign and she thanked the committee as well. Council Member McCullough said he went to the Municipal Court, and it was full. He said the City Judge and City Prosecutor did an excellent job during the proceedings. Council Member Smith thanked the Way Finding Committee. He said the Planning and Zoning Commission Comprehensive Planning Workshop will be at 7:30 pm, Wednesday, September 12, 2012. There is an Open House the same night at 4:30 pm, at the Council Chambers on the same topic. The Mayor said there is a lot of work that has been put into the Planning and Zoning Comprehensive Planning. He encourages everyone to attend. The Mayor said there will be a 6th Penny meeting to discuss the infrastructure and the PD building at 10:00 am, on September 12, 2012, at City Hall. This is for Green River only. There will be a meeting in Rock Springs on Thursday for their projects. He said TATA Chemicals will be donating land to the City of Green River. This was originally planned for the location of water tanks for development to the west. Adjournment The meeting adjourned at 7:15 pm. ______________________________ H.
