CITY OF GREEN RIVER CITY COUNCIL PROCEEDINGS December 18, 2012 The Governing Body of the City of Green River met in regular session at 7 pm in the City Hall Council Chambers. Mayor Castillon called the meeting to order. The following Council Members were present: Gary Killpack, Gene Smith, Tom McCullough, Jim Boan, and Lisa Maes. The following were present representing the City: City Administrator Marty Black, Director of Public Works Mike Nelson, Purchasing/Payroll Supervisor Trish Mansfield, Building Inspector David Allred, Chief of Police Chris Steffen, Fire Chief/Emergency Services Mike Kennedy, Parks and Recreation Director Allan Wilson, City Attorney Galen West. APPROVAL OF THE AGENDA Council Member McCullough moved to move the Executive Session to be held before Item VI: Citizen Requests and Other Communications on the agenda. Council Member Killpack seconded. Motion carried. (6-0) Council Member McCullough moved to approve the agenda as amended. Council Member Smith seconded. Motion carried. (6-0) PRESENTATIONS Brennae L. Bloom was recognized for serving in the U.S. Army. Judy Owens gave a Sweetwater Transit Authority Resources (STAR) update. BOARD AND COMMISSION APPOINTMENTS Re-appointment to Personnel Board Council Member Smith moved to confirm the Mayor’s reappointment of Jeff Driggs to the Personnel Board for a three-year term. Council Member McCullough seconded. Motion carried. (6-0) Appointment to the Historic Preservation Commission Council Member Maes moved to confirm the Mayor’s appointment of Art Kline to the Green River Historic Preservation Commission. Council Member Killpack seconded. Motion carried. (6-0) ADJOURN TO EXECUTIVE SESSION Council Member McCullough moved to adjourn to executive session to discuss personnel issues at 7:13 pm. Council Member Smith seconded. Motion carried. (6-0) RECONVENE Council Member Killpack moved to reconvene at 7:36 pm. Council Member Maes seconded. Motion carried. (6-0) COUNCIL ACTION ITEMS Change of January 1, 2013 City Council Meeting Date Council Member McCullough moved to hold city council meetings in January 2013 as described in Option 1: Skip the January workshop and hold city council meetings on January 8 and January 15, 2013. Council Member Killpack seconded. Mr. Black said he recommended removing the workshop meeting because there are two other scheduled meetings during the month of January. One is the State Land and Investment Board and the other is the Wyoming Association of Municipalities winter workshop. He thought it would be best to minimize the meetings so all involved can concentrate on attending the other meetings. City Council Proceedings December 18, 2012 Page 1 of 3 Motion carried. (6-0) Council Member McCullough said the three new council members will be sworn in on Monday, January 7, 2013. Award Bid and Enter into a Contract for Aerial Photography and Mapping Services Council Member Killpack moved to award the Aerial Photography and Mapping Services contract to Furgo EarthData, Inc., in the amount of $58,824, and authorize the Mayor to sign the Professional Services Agreement after it has been approved by the City Attorney. Council Member Maes seconded. Council Member McCullough asked why the work was necessary. Mr. Black said the contract for mapping provides the physical characteristic base of the entire community. There have been significant changes such as the FMC Spur Road, Hunters Run and others. The mapping provides details that are used in many ways. There are portions of the city limits and outskirts that have not been captured previously. Council Member Smith asked if the money left over from this project would go back in to the General Fund. Mr. Black said yes. Council Member Killpack asked why the lowest bidder was not awarded the bid. Mr. Black said they did not provide a bid bond as required so they were excluded. Motion carried. (6-0) Verizon Wireless Land Lease on Hitching Post Drive Council Member Maes moved to approve the five year lease agreement with 4 five-year renewals, between the City of Green River and Cellular Inc. Network Corporation doing business as Verizon Wireless in the base amount of $16,800. Council Member Killpack seconded. Mr. Black said the lease process has been ongoing for approximately one year. They will have a small tower constructed in the vicinity of the water tower on Hitching Post Drive. The original lease amount was for $9,600 annually. Staff worked on more favorable terms. One of the lease elements included was, in order for Verizon to add additional providers they have to have the city’s consent first, and that adds additional rent opportunities for the city. They have submitted plans for the tower and are hoping to have it operational by March 2013. Motion carried. (6-0) CONSENT AGENDA Council Member McCullough moved to approve the following consent agenda items. Council Member Smith seconded. Motion carried. (6-0)  Contract with Rock On Ice for the 2013 Crystal Classic Winter Festival in the amount of $2,500  Contract agreement with T.J. Foss to perform at the 2013 Crystal Classic Ice Sculpting Competition on February 15 and 16, 2013 in the amount of $1,250  Sculpture Showcase Artist Agreement with Kimber Fiebiger of Joan of Art for the 2012- 2013 showcase exhibit cycle  Contract with Broadcast Music Inc. for music licensing in the amount of $581.02  Minutes for December 4, 2012 Council  Financial Reports and Payment of Bills: Prepaid Invoices = $291,047.25 Outstanding Invoices = $1,148,476.96 Payroll Expenditures = $374,815.80 Pre-authorization Payments = $1,057,000.00 City Council Proceedings December 18, 2012 Page 2 of 3  Schedule of Investments Report Mr. Black, Mr. West, the Mayor and Council wished everyone Happy Holidays.
