CITY OF GREEN RIVER CITY COUNCIL PROCEEDINGS May 5, 2015 The Governing Body of the City of Green River met in regular session at 7 pm in the City Hall Council Chambers. Council President Stokes called the meeting to order. The following Council Members were present: Gary Killpack, Mark Peterson, Ted Barney, Allan Wilson, and Lisa Maes. The following were present representing the City: City Administrator Reed Clevenger, Director of Human Resource Cari Kragovich, Grant Specialist Misty Springer, Director of Public Works Mike Nelson, City Engineer/Utility Manager Mark Westenskow, Director of Finance Jeff Nieters, Director of Community Development Laura Profaizer, Chief of Police Chris Steffen, Fire Chief/Emergency Services Mike Kennedy, Director of Parks and Recreation Brad Raney, and City Attorney Galen West. Council Member Stokes presented Director of Finance, Jeff Nieters with a plaque for his years of service. APPROVAL OF THE AGENDA Council Member Maes moved to approve the agenda. Council Member Peterson seconded. Motion carried. (7-0) Council Member Wilson moved to amend the agenda to add a Public Hearing for the grant proposal submission to Wyoming Business Council for the implementation of a Wayfinding System. Council Member Barney seconded. Motion carried (7-0) There was no motion to approve the amended agenda. PROCLAMATIONS CITY WIDE CLEAN-UP NATIONAL POLICE WEEK PRESENTATIONS Green River Chamber Update Joanna Nara-Kloepper gave an update on their upcoming events. Council Member Wilson asked if there was a new online registration to sign up for the city-wide clean-up and if the Pancake Breakfast is being held at the Trail Head at FMC Park. Ms. Nara-Kloepper stated there is a new sign up on the chamber website for the clean-up and s the pancake breakfast will be at the Trail Head at FMC Park. CITIZEN REQUESTS AND OTHER COMMUNICATIONS Chris Steffen Chief of Police read an accommodation written by Cpl. Joe Cronk about Sgt. Mark McDonald responding to a call regarding an elderly, diabetic women traveling through our state. Sgt McDonald went above and beyond and Chief Steffen feels with all the negativity in this country about law enforcement, it’s imperative that the people in this State, County and City know what kind of police officers and staff they have. PUBLIC HEARINGS Council President Stokes opened the hearing at 7:18 pm. Submission of a Business Ready Community Grant There were no other comments or concerns presented. Submission to Wyoming Business Council for the Implementation of a Wayfinding System There were no other comments or concerns presented. Council President Stokes closed the hearing at 7:21 pm. RESOLUTIONS Submission of a BRC Planning Grant R15-40: A Resolution Authorizing the City of Green River to submit an application to the Wyoming Business Council Business Ready Community Grant Program for a Planning Grant in order to obtain an Urban Renewal Plan for the Central Business District Council Member Barney moved to authorize the submission of a BRC Planning Grant for an amount up to $25,000 and grant authorization to the Mayor to sign the application as well as any relevant documents, including a contract with Wyoming Business Council, should the grant application be successful. Council Member Killpack seconded. Motion carried. (7-0) Grant Proposal Submission to Wyoming Business Council R15-41: A Resolution Authorizing the City of Green River’s submission of an application to the Wyoming Business Council Business Ready Community Grant Program for a Community Enhancement Grant in order to implement a Wayfinding System in the city Council Member Wilson moved to authorize the submission of a grant proposal to the Wyoming Business Council with a total project cost of $168,000 for the implementation of a Wayfinding System. Council Member Maes seconded. Motion carried. (7-0) COUNCIL ACTION ITEMS Release Retainage and Approve Deductive Change Order for Southside Water System Improvements Phase II Project Council Member Peterson moved to approve the Release of Retainage in the amount of $318,190.88 and the Deductive Change Order in the amount of $48,651.88 to Lewis and Lewis, Inc. Council Member Barney seconded. Motion carried. (7-0) Lincoln National Life Insurance Company for Long-Term Disability Insurance for Full- Time Employees Council Member Maes moved to authorize the Mayor to sign the application for Group Insurance with Lincoln National Life Insurance Company. Council Member Peterson seconded. Motion carried. (7-0) CONSENT AGENDA Council Member Barney moved to approve the following consent agenda items. Council Member Wilson seconded. Motion carried. (6-0) with Council Member Maes abstaining • Agreement between American Healthway’s Services and Green River Recreation Center • Art on the Green Sweetwater County Joint Travel and Tourism Grant for the River Festival • Open Container Permit to Flaming Gorge Harley Davidson for the Spring Open House on Saturday, May 9, 2015, from 11 am to 6 pm • Catering Permit to JL Pax, Inc. dba Green Gander Bar for Painting with a Twist at the Pavilion on Saturday, May 9 2015, from 7 pm to 10 pm • Catering Permit to Ponderosa Bar for URA/Main Street – Volunteer Appreciation Dinner at the Pavilion on Friday, May 15, 2015, from 4 pm to 11 pm City Council Proceedings May 5, 2015 Page 2 of 4  • Catering Permit to Hitching Post Restaurant & Saloon for the Overland Stage Stampede Rodeo on June 5th and 6th, 2015, from 6 pm to midnight at the Rodeo Arena • Agreement with Green River High School Boosters for a Banner in the amount of $500.00 • Addendum to the Current Agreement with the Green River Chamber of Commerce • Postage Machine Rental/Purchase Agreement with Neopost for a new Postage Machine in the amount of $3,825 • Approval of Minutes for April 7, 2015 Council and April 14, 2015 Workshop • Financial Reports and Payment of Bills: Prepaid Invoices = $152,681.68 Outstanding Invoices = $496,445.96 Payroll Expenditures = $615,390.14 Pre-authorization Payments = $1,067,500 CITY ADMINISTRATOR’S REPORT Mr. Clevenger stated he appreciates the Department Heads going back and looking at their budgets for any additional cuts. He and Mr. West are working on some language for the Airport Task Force. He congratulated Chief Steffen and Sgt McDonald and stated that the PD does so much more in our community than just writing citations. He gets a lot of positive comments from the community. The PD has a kids program coming up for ages 12 to 17 for the week of June 1st. CITY ATTORNEY’S REPORT Mr. West had nothing to report. MAYOR AND COUNCIL REPORTS Council Member Killpack stated he thinks we should give Flaming Gorge Days the requested $24,000. He stated there is a need for a permanent stage which the Flaming Gorge Days Committee budgets $35,000 each year for. This would not just help them out but would enhance the community’s needs. To pay for this, he suggested moving the one time money from the Railroad Depot which would not have any impact on the budget right now. He stated Flaming Gorge Days is the signature event for Green River and has been for 50 years, bringing in thousands and thousands of dollars to our community. It’s important to him that we support this. He thanked the Police Department for what they do. He stated Green River is one of the best communities in the state of Wyoming for a reason. We have good people, police, fire, ambulance, volunteers and events. He thanked Mr. Nieters for the good job throughout the years and he will be missed. Council Member Maes thanked the staff and Mr. Clevenger for the hard work on the budget. She congratulated Mr. Nieters on the incredible job he has done and stated he will be missed very much. She commented that Sgt. McDonald did a wonderful thing and agrees with Council Member Killpack that we have a wonderful community and our police department, fire department and staff truly care about it. She stated many people are astounded by how friendly and welcoming everyone is. Council Member Barney personally thanked Sgt McDonald and stated he is fortunate to work with local law enforcement agencies daily. We have a lot of professional, knowledgeable and very caring people in this county. He thanked Mr. Nieters for the good job he’s done for the community and the City. He agrees with Council Member Killpack about a permanent stage and thinks there are a lot of uses for it. He agrees that Flaming Gorge Days is an intricate part of this City and that’s why it doesn’t make much sense to him that they would turn down a request from the URA/Main Street to waive the $120 & $550 booth fees. He stated it is probably less than one cent on the dollar that the City provides for them every year. He would like to see us build a spirit of Community where we work together. He thanked Ms. Eusek for her last minute help with Senator Kinski from Sheridan. Senator Kinski thought Green River is a wonderful place and put together a video to share with other people. Council Member Peterson stated that he will miss Mr. Nieters. Council Member Wilson thanked Mr. Nieters for his many years of service and he will be missed. He stated that Sgt. McDonald does an outstanding job as does Sweetwater County and the State of Wyoming Law Enforcement Agencies. He stated we have good people in our state. City Council Proceedings May 5, 2015 Page 3 of 4 He reminded everyone that May 16th is the City Wide clean-up and encouraged the Governing Body to be there. Council Member Stokes thanked Mr. Nieters and stated it has been a joy working with him. He stated that he was not surprised that Chief Steffen was talking about Sgt. McDonald. He should be commended for what he did and he will personally do that when he sees him. He stated that he’s had veterans ask about active duty reduced fees at the Rec Center and wants to know if there is any way to do the same for inactive veterans. Council Member Wilson stated he asked about that several meetings ago and also feels if we have people exercising over the age of 75 they should get in the Rec Center for free. Mr. Clevenger stated there is a program out there for Vets that the City will be reimbursed for at no cost to the vets. They are working on these in our resolutions and will combine them all so they can see it. Council Member Killpack asked if there was a budget meeting on Thursday. Mr. Clevenger stated there is a Capital Projects Budget Meeting scheduled but he’s not sure if it’s needed because they have already gone through it. Council Member Killpack asked if the council needs to give Mr. Clevenger direction at this time on the capital projects for the Fireworks, the 50/50 Sidewalk and the Arts Council Programs. Mr. Clevenger stated that can be addressed right before the next workshop on May 14th. Council Member Killpack asked Mr. Clevenger to get him a number on how much the City subsidizes the Rec Center.
