City Council Meetings

City of Green River, City Council Proceedings for March 7, 2017, 7 pm, Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: Gary Killpack, Lisa Maes, Tom Murphy, Ted Barney, Robert Berg, and Allan Wilson. The following were present representing the City: City Administrator Reed Clevenger, Director of Finance Chris Meats, Director of Public Works Mark Westenskow, Director of Community Development Laura Leigh, Police Chief Chris Steffen, Fire Chief Mike Nomis, Director of Parks and Recreation Brad Raney, Recreation Supervisor Katie Blood, and City Attorney Galen West. Approval of the Agenda: Council Member Wilson moved to approve the agenda. Council Member Maes seconded, motion carried. Proclamations: (1) National Developmental Disabilities Awareness Month; (2) Job’s Daughters Week. Presentations: (1) 2016 Fiscal Year Audit; (2) Sweetwater County Travel & Tourism Update; (3) Star Transit Update; (4) Sweetwater Economic Development Coalition Update. Council Action Items: Consideration to Authorize the Mayor to Sign a Grant Agreement with Wyoming Division of Criminal Investigation. Council Member Wilson moved to authorize the Mayor to sign a grant agreement with the Wyoming Division of Criminal Investigations, in the amount of $79,635 to fund a DCI task Force position. Council Member Barney seconded, motion carried. (2) Consideration of a Bid Award for the Cease & Transfer Project – Transfer Station Construction. Council Member Barney moved to award the bid for the Cease & Transfer Project – Transfer Station Construction, to L.M. Olson, Inc. in the amount of $1,970,000 and authorize the Mayor to sign the agreement. Council Member Killpack seconded. Council Member Wilson moved to table awarding the bid until council receives more information. Council Member Berg seconded, motion tabled. Consent Agenda: Council Member Killpack moved to approve the following: (1) Approval of Minutes for: February 14, 2017 Council Workshop; (2) Approval of Payment of Bills: Prepaid $287,769.10; Outstanding Invoices $388,388.38; Payroll Expenditures $296,124.12; Preauthorization Payments $1,065,000.00. Council Member Berg seconded, motion carried. Executive Session: Council Member Killpack moved to adjourn to executive session at 8:37 pm to discuss personnel issues. Council Member Wilson seconded, motion carried. Reconvene: Council Member Wilson moved to reconvene at 8:55 pm. Council Member Barney seconded, motion carried. Adjournment: Council Member Killpack moved to adjourn at 8:56 pm.
