City of Green River, City Council Proceedings for April 4, 2017, 7 pm, Council Chambers,
Mayor Pete Rust called the meeting to order. The following Council Members were present:
Gary Killpack, Lisa Maes, Tom Murphy, Ted Barney, Robert Berg, and Allan Wilson. The
following were present representing the City: City Administrator Reed Clevenger, Director of
Finance Chris Meats, Director of Public Works Mark Westenskow, Director of Community
Development Laura Leigh, Police Chief Chris Steffen, Fire Chief Mike Nomis, Director of Parks
and Recreation Brad Raney, Recreation Supervisor Katie Blood, and City Attorney Galen West.
Approval of the Agenda: Council Member Maes moved to approve the agenda. Council
Member Wilson seconded, motion carried. Proclamations: (1) National Service Day; (2)
National Library Week; (3) Sexual Assault Awareness Month. Presentations: (1) Recognition of
Years of Service for Retiring Employee Joy Walker; (2) Service Recognition for Green River
Police Department’s K-9 Melanie. Citizen Requests and Other Communications:
Representatives from Wyoming Waste Systems said they would like to assist the city in any way
they can with the Solid Waste services and transfer station. They requested a workshop where
they can talk about different ways they could help the city. Resolutions: (R17-07) Consideration
of a Resolution Increasing the General Fund for a Grant Received from the Wyoming State
Forestry Division. Council Member Wilson moved to approve the resolution increasing the
General Fund for a grant received from the Wyoming State Forestry Division for the Parks
Department, in the amount of $10,000. Council Member Maes seconded, motion carried. (R17-
08) Consideration of a Resolution Declaring a Temporary Moratorium on Wireless
Telecommunication Towers in all Residential and Commercial Zoning Districts Council Member
Maes moved to approve the resolution declaring and imposing an immediate 90 day moratorium
on the acceptance, review, and processing of applications for wireless telecommunication towers
in all residential and commercial and zoning districts within the City of Green River, Wyoming,
for the purpose of allowing the City adequate time to amend its land use regulations to
adequately address the placement and construction of wireless telecommunication facilities.
Council Member Barney seconded, motion carried. (R17-09) A Resolution for the Renewal of
the Agreement for the Sweetwater County 2013 Specific Purpose Tax – 6th Penny Bond Lease
Payments. Council Member Barney moved to approve the resolution authorizing the renewal of
“that certain lease Agreement, dated July 30, 2013; by and among Sweetwater County,
Wyoming; Castle Rock Hospital District; Town of Granger, Wyoming; City of Green River,
Wyoming; City of Rock Springs, Wyoming; Town of Superior, Wyoming; Town of Wamsutter,
Wyoming; and Sweetwater County 2013 Specific Purpose Tax Joint Powers Board, through the
budget and appropriation of fund for the payments and additional rentals thereunder for fiscal
year 2017-2018. Council Member Wilson seconded, motion carried. Consent Agenda: Council
Member Wilson moved to approve the following: (1) Memorandum of Understanding
Establishing a Sweetwater County Joint Fire Investigations Team; (2) Authorization for the
Mayor to Sign the Adoption Agreement 2017- Flexible Benefits Plan with Blue Cross Blue
Shield of Wyoming; (3) Authorization for the Mayor to Sign the 2017 HRA Adoption
Agreement with Blue Cross Blue Shield of Wyoming; (4) Approval of Minutes for: March 14,
2017 Special Council & Workshop and March 21, 2017 Council; (5) Approval of Payment of
Bills: Prepaid $544.23; Outstanding Invoices $334,775.86; Payroll Expenditures $300,075.31;
Preauthorization Payments $1,065,000.00. Council Member Berg seconded, motion carried.
Adjournment: Council Member Wilson moved to adjourn at 7:55 pm. Council Member Berg
seconded, motion carried.
