City of Green River, City Council Proceedings for July 5, 2017, 7 pm, Council Chambers,
Mayor Pete Rust called the meeting to order. The following Council Members were present:
Gary Killpack, Tom Murphy, Ted Barney, Robert Berg, and Allan Wilson. The following were
present representing the City: City Administrator Reed Clevenger, Director of Finance Chris
Meats, Director of Public Works Mark Westenskow, Director of Community Development
Laura Leigh, Police Chief Chris Steffen, Fire Chief Mike Nomis, Director of Parks and
Recreation Brad Raney and City Attorney Galen West. Approval of the Agenda: Council
Member Wilson moved to approve the agenda. Council Member Killpack seconded, motion
carried. Presentations: (1) Joint Powers Water Board Update; (2) Sweetwater Combined
Communications Joint Powers Board Update. Citizen Requests and Other Communications:
Resident Misty Zimmerman had questions on the proposed Ordinance and the Right-Of-Way
agenda items. Public Hearing: (1) A Public Hearing for Special Use approval for storage units
to be located at 1470 Uinta Drive; (2) A Public Hearing on Proposed Street Right-of-Way
Vacations. Ordinances: (17-01) Consideration on 3rd and Final reading of an Ordinance
Vacating from public use “Old Lincoln Track and Field at Castle Rock Park”. Council Member
Killpack moved to approve on 3rd and final reading and ordinance to amend Ordinance No. 12-
06 vacating from public use “Old Lincoln Track and Field at Castle Rock Park”, legally
described as Lincoln School Addition, Tract B. Council Member Wilson seconded, motion
carried. Resolutions: (1) (R17-19) Consideration of a Resolution Declaring the City’s Intent to
Vacate Right-of-Way. Council Member Killpack abstained. Council Member Wilson moved to
approve the resolution declaring the City’s intent to vacate a portion of the West 3rd North Street
right-of-way and a portion of the North 5th West Street right-of-way and directing staff to prepare
a resolution for consideration at the July 18, 2017 City Council Meeting vacating and
transferring by quitclaim deed equal proportions of the vacated property to the adjoining lots.
Council Member Berg seconded, motion carried. (2) (R17-08 Amended) Consideration to
Amend Resolution R17-08 to extend the Temporary Moratorium on Wireless
Telecommunication Towers in Residential and Commercial Zoning Districts. Council Member
Berg moved to approve the amendment to Resolution R17-08 removing the 90 days and
extending to December 31, 2017 the temporary moratorium on the acceptance, review and
processing of applications for wireless telecommunication towers in all residential and
commercial zoning districts within the City of Green River, Wyoming; (3) (R17-20)
Consideration of a Resolution to Approve a Special Use Permit for Storage Units with a B-1
Zoning District. Council Member Killpack moved to approve the resolution granting Special Use
Permit approval to David Palmer for a storage unit facility to be located at 1470 Uinta Drive.
Council Member Berg seconded, motion carried. (4) (R17-21) Consideration of a Resolution to
Accept the Donation of an Easement across Real Property from Half Moon Investments LLC.
Council Member Barney moved to approve the resolution to accept the donation of an easement
across real property from Half Moon Investments Limited Liability Company. Council Member
Murphy seconded, motion carried. (5) (R17-22) Consideration of a Resolution Authorizing the
City of Green River’s Submission of a Grant Application to the Wyoming Department of
Transportation for the Transportation Alternative Program. Council Member Wilson moved to
approve the resolution authorizing the City of Green River’s submission of a grant application to
the Wyoming Department of Transportation for the Transportation Alternative Program. Council
Actions: (1) Consideration to Apply for and Accept the Sweetwater County Joint Travel and
Tourism Advertising Grant Monies for Art on the Green. Council Member Barney moved to
apply for and accept Sweetwater County Joint Travel and Tourism Grant monies for the 2017
Art on the Green, in the amount of $6,000. Council Member Berg seconded, motion carried. (2)
Consideration to Submit a WYDOT Transportation Alternatives Grant Application. Council
Member Berg moved to authorize the Parks and Recreation Department to submit an application
for the WYDOT Transportation Alternatives Program (TAP) Grant for improvements to the
Greenbelt Pathway. Council Member Wilson seconded, motion carried. Consent Agenda:
Council Member Wilson moved to approve the following: (1) Amendment of the Agreement
with OpenGov to reduce the annual subscription price to $3,000; (2) Approval of the Community
Service Agreements for FYE18 for RSVP Retired & Senior Volunteer Program, Flaming Gorge
Days Inc., Food Bank of Sweetwater County, Golden Hour Senior Center, STAR Transit,
Sweetwater Family Resource Center, Treatment Court Foundation, Youth Home Inc., Climb
Wyoming and the Sweetwater County Family Justice Center for a total of $83,600; (3) Issuance
of a catering permit to Lew’s Inc., dba Sands Buddha Bobs Liquor Catering to cater the Ciner
Company Picnic on August 5, 2017 from 11 am to 6 pm at the Island Pavilion; (4) Issuance of an
open container permit to the American Legion Tom Whitmore Post 28 for the 3rd Annual
Americans for Freedom Rally on July 8, 2017, from 7 am to midnight within the barricaded area
and the five extra-large garbage bins and waiver of bin fees for the event; (5) Issuance of Malt
Beverage Permits to the Green River Chamber of Commerce for the 2017 River Festival on
August 18, 2017 from 3 pm to midnight and August 19, 2017, from 11 am to 5 pm, at the
Expedition Island and Evers Park; (6) Approval of the request for assistance from the Green
River Chamber of Commerce for the 2017 River Festival; (7) Horse corral lease with Adam
Halvorson for corral space #116; (8) Approval of Minutes for: June 20, 2017 Council; (9)
Approval of Payment of Bills: Prepaid $98,497.28; Outstanding Invoices $424,144.46; Payroll
Expenditures $337,277.31; Preauthorization Payments $1,065,000.00. Council Member Berg
seconded, motion carried. Adjournment: Council Member Barney moved to adjourn at 8:11
pm. Council Member Wilson seconded, motion carried.
