City of Green River, City Council Proceedings for August 15, 2017, 7 pm, Council
Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were
present: Gary Killpack, Lisa Maes, Ted Barney, Robert Berg, and Allan Wilson. The following
were present representing the City: Acting City Administrator Chris Meats, Director of Public
Works Mark Westenskow, City Engineer Holden Wright, Director of Community Development
Laura Leigh, Police Chief Chris Steffen, Fire Chief Mike Nomis, Director of Parks and
Recreation Brad Raney, Recreation Supervisor Katie Blood, and City Attorney Galen West.
Approval of the Agenda: Council Member Wilson moved to approve the agenda. Council
Member Berg seconded, motion carried. Presentations: Golden Hour Senior Center Update
Citizen Requests and Other Communications: Mike Masterson from Wyoming Promise asked
council for permission to be on the street acquiring signatures on a petition during the River
Festival. They will not be on the Island or Evers Park as requested by the Chamber of
Commerce. Council agreed that it is fine for them to be on the street but not on the Island or
Evers Park. Council Actions: Consideration to Approve the Submission and to Accept the
Scholarship Application to the Sweetwater County Joint Travel and Tourism Board. Council
Member Maes moved to approve the submission and acceptance of the scholarship application to
the Sweetwater County Joint Travel & Tourism Board for the 2017 Co-ed Tough Turkey
Volleyball Tournament, in the amount of $2,000. Council Member Killpack seconded, motion
carried. (2) Consideration to Issue Open Container Permits to the Embassy LLC and the
Ponderosa Bar. Council Member Barney moved to approve the issuance of open container
permits to the Embassy LLC and the Ponderosa Bar for The Rally and the Annual Poker Run for
Disabled Veterans on August 26, 2017, from 9 am to 2 am, within the barricaded area from the
Green Gander to The Brewery and to allow the Embassy LLC hours of operation to be extended
to 3:30 am, with no alcohol being served from 2 am to 3:30 am, for the purpose of giving rides
home to local Green River residents and individuals staying at local motels. Council Member
Maes seconded, motion carried. Consent Agenda: Council Member Wilson moved to approve
the following: (1) An agreement with Wyoming Public Media, in the amount of $505, for Art on
the Green Advertising; (2) Approval of Minutes for: July 31, 2017 Council; (3) Approval of
Payment of Bills: Prepaid Invoices $227,490.52; Outstanding Invoices $845,059.43; Payroll
Expenditures $313,071.43; Preauthorization Payments $1,065,000.00. Council Member Berg
seconded, motion carried. Adjournment: Council Member Wilson moved to adjourn at 8:00
pm. Council Member Killpack seconded, motion carried.
