City of Green River, City Council Workshop & Council Proceedings for October 17, 2017, 6:30 pm, Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: Gary Killpack, Tom Murphy, Ted Barney, Robert Berg, and Allan Wilson. The following were present representing the City: City Administrator Reed Clevenger, Director of Finance Chris Meats, Director of Public Works Mark Westenskow, Director of Community Development Laura Leigh, Police Chief Chris Steffen, Fire Chief Mike Nomis, Director of Parks and Recreation Brad Raney, and City Attorney Galen West. Workshop Agenda: Discussion on Proposed Liquor Ordinance Changes. Council Agenda: Approval of the Agenda: Council Member Berg moved to move Consent Agenda Item A: Approval of the Memorandum of Understanding with the Sweetwater Economic Development Coalition to Council Action Item B and Council Member Killpack moved to add an Executive Session on Personnel. Council Member Murphy seconded, motion carried. Proclamations: (1) Cowboys Against Cancer Awareness Month; (2) Epilepsy Awareness Month; (3) Extra Mile Day. Presentations: (A) All West Communications Update. Citizen Requests and Other Communications: Resident Pam Wolfe said there will be a bicentennial celebration for the Bahai Faith on October 22, 2017 and everyone is invited to come participate. Board and Committee Appointments: (A) Appointment of Becky Harris to the Green River Arts Council. Council Member Wilson moved to confirm the Mayor’s appointment of Becky Harris to a two year term to the Green River Arts Council. Council Member Berg seconded, motion carried. (B) Appointment of Charlene Murphy to the to the Green River Arts Council. Council Member Berg moved to confirm the Mayor’s appointment of Charlene Murphy for a two year term to the Green River Arts Council. Council Member Wilson seconded, motion carried. (C) Appointment of Courtney Thomas to the City Tree Board. Council Member Killpack moved to confirm the Mayor’s Appointment of Courtney Thomas to the City Tree Board term beginning October 17, 2017 and ending October 17, 2017. Council Member Barney seconded, motion carried. Ordinances: Consideration on 2nd Reading an Ordinance Amending Chapter 4 Alcoholic Beverages. Council Member Wilson moved to approve on 2nd reading amendments to Ordinance Chapter 4 – Alcoholic Beverages as attached for changes concerning dispensing rooms and hours of operation. Council Member Murphy seconded, motion carried. Council Actions: (A) Consideration to Authorize the Mayor to Accept a Check from the Wyoming Office of the Attorney General. Council Member Barney moved to authorize the Mayor to accept a check from the Wyoming Attorney General’s Office in the amount of $8,070. Council Member Berg seconded, motion carried. (B) Approval of a Memorandum of Understanding with the Sweetwater Economic Development Coalition in the amount of $20,000. Council Member Barney moved to approve the Memorandum of Understanding with the Sweetwater Economic Development Coalition in the amount of $20,000. Council Member Wilson seconded, motion carried with Council Member Berg voting against. Consent Agenda: Council Member Wilson moved to approve the following: (B) The Unclaimed Property Report for Wyoming, Washington and North Carolina and to submit checks in the total amount of $536.10 ($515.38 to Wyoming, $10.01 to Washington and $10.71 to North Carolina) to each applicable state under the Unclaimed Property Act; (C) The Utility Review Committee Recommendation crediting utility account 2077-001 for $324.21 and utility account 5247-010 for $311.43; (D) Issuance of a Catering Permit to The Brewery to cater alcoholic beverages at the Green River Ace Hardware Customer Appreciation night on November 9, 2017, from 4 pm to 9 pm, at Ace Hardware located at 400 Uinta Drive; (E) Approval of Payment of Bills: Prepaid $198,586.40; Outstanding Invoices $977,767.15; Payroll Expenditures $285,710.42; Preauthorization Payments $1,065,536.10. Council Member Barney seconded, motion carried. Executive Session: Council Member Killpack moved to adjourn to executive session to discuss personnel at 7:45 pm. Council Member Wilson seconded, motion carried. Reconvene: Council Member Wilson moved to reconvene at 7:59 pm. Council Member Killpack seconded, motion carried. Adjournment: Council Member Wilson moved to adjourn at 8:06 pm.
