City of Green River, City Council Proceedings for January 16, 2018, 7 pm, Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: Gary Killpack, Lisa Maes, Tom Murphy and Ted Barney. The following were present representing the City: Director of Finance Chris Meats, Director of Public Works Mark Westenskow, Director of Community Development Laura Leigh, Interim Police Chief Tom Jarvie, Fire Chief Mike Nomis, Director of Parks and Recreation Brad Raney and City Attorney Galen West. Approval of the Agenda: Council Member Barney moved to approve the agenda. Council Member Maes seconded, motion carried. Presentations: Recognition of Employee Service within the Solid Waste Division. Council Actions: (A) Consideration to Authorize the Green River Fire Department’s Submission of 2018 Assistance to Firefighters Grant Application for a Pumper/Tender Truck. Council Member Murphy moved to authorize the Green River Fire Department’s submission of a 2018 Assistance to Firefighters Grant Application for a new pumper/tender truck. The estimated cost of the truck is $725,000, if awarded the City’s match would be approximately $36,250. Council Member Killpack seconded, motion carried. (B) Consideration to Authorize the Green River Fire Department’s Submission of 2018 Assistance to Firefighters Grant Application for new Bunkers. Council Member Maes moved to authorize the Green River Fire Department’s submission of a 2018 Assistance to Firefighters Grant Application for new bunkers, in the amount of $123,000 if awarded the City’s match would be approximately $6,150. Council Member Barney seconded, motion carried. (C) Consideration to Authorize the Green River Fire Department’s Submission of 2018 Assistance to Firefighters Grant Application for training assistance, in the amount of $12,000 with the City’s match to be approximately $600. Council Member Killpack moved to authorize the Green River Fire Department to submit a 2018 Assistance to Firefighters Grant application for training assistance, in the amount of $12,000 with the City’s match to be approximately $600. Council Member Murphy seconded, motion carried. (D) Consideration to Apply for and Accept Rec Mil Funds for a 2018 Summer Day Camp Transportation. Council Member Maes moved to approve the Parks & Recreation Department to apply for and accept Rec Mil Funds, in the amount of $8,300 from School District #2 for transportation expenses for the 2018 Summer Day Camp Program. Council Member Barney seconded, motion carried. (E) Consideration to Apply for and Accept Rec Mil Funds for a Fourth Session of Summer Swim Lessons. Council Member Murphy moved to approve the Parks & Recreation Department to apply for and accept Rec Mil Funds, in the amount of $7,069.44, from Sweetwater County School District #2 for a fourth session of summer swim lessons in 2018. Council Member Killpack seconded, motion carried. Consent Agenda: Council Member Maes moved to approve the following: (A) Approval of an agreement with GymDandy to provide an online park reservation and payment option to customers; (B) Transfer of the Ponderosa Bar Liquor License to cater the Memorial Hospital Foundation Red Tie Gala on February 3, 2018, from 4 pm to midnight, at the Sweetwater County Events Complex, pending approval by the Rock Springs City Council; (C) Approval of Payment of Bills: Prepaid $209,582.92; Outstanding Invoices $826,640.14; Payroll Expenditures $657,008.65; Preauthorization Payments $1,065,000,00. Council Member Killpack seconded, motion carried. Adjournment: Council Member Killpack moved to adjourn at 7:17 pm.
