City of Green River, City Council Proceedings for May 1, 2018, 7 pm, Council Chambers,
Mayor Pete Rust called the meeting to order. The following Council Members were present: Lisa
Maes, Tom Murphy, Ted Barney, Robert Berg, and Gary Killpack. The following were present
representing the City: City Administrator Reed Clevenger, Director of Finance Chris Meats,
Director of Human Resources Cari Kragovich, Communications Administrator Amanda Cavaz,
Director of Public Works Mark Westenskow, Director of Community Development Laura Leigh,
Police Chief Tom Jarvie, Fire Chief Mike Nomis, Acting Director of Parks and Recreation Kevin
Sadler and City Attorney Galen West. Approval of the Agenda: Council Member Killpack
moved to approve the agenda. Council Member Maes seconded, motion carried. Proclamations:
(A) Arbor Day; (B) National Police Week; (C) Older Americans Month. Resolutions: (R18-10)
Consideration of a Resolution Approving Wyoming Downs, LLC to conduct pari-mutuel
wagering at the Town Bar & Grill. Council Member Barney moved to approve the resolution
authorizing Wyoming Downs, LLC to conduct pari-mutuel wagering on live horse racing,
historic horse racing and simulcast events with the Town Bar & Grill located in Green River,
Wyoming. Council Member Murphy seconded, motion carried. Council Member Berg abstained
and Council Member Killpack voted against motion. Council Actions: (A) Consideration to
Approve the Renewal of an Industrial Storm Water Discharge Permit. Council Member Berg
moved to authorize the Mayor to sign the renewal form for the Industrial General Permit of
Storm Water Discharges. Council Member Maes seconded, motion carried. Consent Agenda:
Council Member Maes moved to approve the following: (A) 2018 Terms of Payment Agreement
with Lagoon Corporation and authorize the Mayor to sign said agreement; (B) Issuance of open
container permits to the Embassy Tavern and the Ponderosa Bar for Cinco de Mayo on May 5,
2018, from 5 pm to 2 am, within the barricaded area; (C) Contract with Lantis Production, Inc.
for the City’s July 4, 2018 Fireworks Display; (D) Approval of Minutes for: April 17, 2018
Council; (E) Approval of Payment of Bills: Prepaid $167,737.75; Outstanding Invoices
$407,545.88; Payroll Expenditures $532,361.40; Preauthorization Payments $1,065,000.00.
Council Member Murphy seconded, motion carried. Adjournment: Council Member Murphy
moved to adjourn at 7:48 pm. Council Member Berg seconded, motion carried.
