City of Green River, City Council Council Proceedings for June 5, 2018, 7 pm, Council
Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were
present: Lisa Maes, Tom Murphy, Ted Barney, Robert Berg, Gary Killpack and Allan Wilson.
The following were present representing the City: City Administrator Reed Clevenger, Director
of Finance Chris Meats, Director of Human Resources Cari Kragovich, Communications
Administrator Amanda Cavaz, Director of Public Works Mark Westenskow, City Engineer Andy
Hooten, Director of Community Development Laura Leigh, Fire Chief Mike Nomis, Director of
Parks and Recreation Brad Raney, Recreation Supervisor Katie Blood and City Attorney Galen
West. Citizen Requests and Other Communications: Dawn Trujillo asked the Mayor and
Council Members to be the Grand Marshalls of Flaming Gorge Days. Residents, Diane Hubert
and Misty Bybee invited everyone to the Flag Retirement Ceremony that they are having on June
14, 2018 at 5 pm, in front of the Town Bar & Grill. Resident, Terry Leigh asked council to put
the Recreation Center fee for senior citizens back to the previous amount before it was increased.
Approval of the Agenda: Council Member Wilson moved to approve the agenda. Council
Member Killpack seconded, motion carried. Presentations: Wastewater Treatment Plant Design
Update. Public Hearings: Proposed Amendment to Ordinance Chapter 18 Offenses,
Miscellaneous Provisions Section 18-90 Unlawful Possession or Use of Tobacco by Minors. The
Mayor opened the hearing at 7:28 pm. There were no questions or concerns presented. The
Mayor closed the hearing at 7:31 pm. Board and Committee Appointments: Appointment of
Eddie Baker to the Communities Protecting the Green River Committee. Council Member Berg
moved to confirm the Mayor’s appointment of Eddie Baker to the Communities Protecting the
Green River Committee beginning June 5, 2018. Council Member Killpack seconded, motion
carried. Ordinances: Consideration on First Reading an Ordinance Amending Chapter 18
Offenses, Miscellaneous Provisions. Council Member Barney moved to approve on first reading
an ordinance amending Chapter 18 Offenses, Miscellaneous Provisions Section 18-90 –
Unlawful Possession or Use of Tobacco Product by Minors. Council Member Wilson seconded,
motion carried. Resolutions: (R18-12) Consideration of a Resolution Authorizing the Mayor
Sign an Application with the BLM to Recognize Access to the Greater Green River Intergalactic
Spaceport. Council Member Maes moved to approve the resolution authorizing the Mayor sign
the application with the BLM to recognize access to the Greater Green River Intergalactic
Spaceport. Council Member Murphy seconded, motion carried. (R18-13) Consideration of a
Resolution Amending the FY18 Schedule of Fees. Council Member Wilson moved to approve
the resolution amending the Schedule of Fees charged for services, products, licenses, rentals,
etc., for the City of Green River, Wyoming for the Fiscal Year Ending June 30, 2019. Council
Member Killpack seconded, motion carried. Council Actions: (A) Consideration to Award the
Bid for the 2018 Slurry Seal Project to Intermountain Slurry Seal, Inc. Council Member Killpack
moved to award the 2018 Slurry Seal Project to Intermountain Slurry Seal, Inc., in the amount of
$148,944.95 and authorize the Mayor to sign the agreement. Council Member Wilson seconded,
motion carried. (B) Consideration to Reject Bids for a 2018 Body for a Sewer/Catch Basin
Cleaner Truck. Council Member Barney moved to reject all bids for the 2018 body for a
sewer/catch basin cleaner truck. Council Member Murphy seconded, motion carried. (C)
Consideration to Reject Bids for a 2018 Chassis for a Sewer/Catch Basin Cleaner Truck. Council
Killpack moved to reject all bids for the 2018 chassis for a sewer/catch basin cleaner truck.
Council Member Berg seconded, motion carried. Consent Agenda: Council Member Murphy
moved to approve the following: (A) Issuance of a Catering Permit to the Wild Horse Saloon,
Inc., dba The Hitching Post Restaurant and Saloon to cater alcoholic beverages for VRK Auction
on June 16, 2018 from 10 am to 4 pm, at 500 Riverview; (B) Issuance of Malt Beverage Permits
to the Green River Development Fund, Inc. for Flaming Gorge Days on Thursday, June 21, 2018
from 4 pm to midnight, Friday, June 22, 2018 from 9 am to midnight and Saturday, June 23,
2018 from 9 am to midnight, at Evers Park/Island Pavilion; (C) Issuance of an Open Container
Permit to Stephanie Mullen for her Mother’s Retirement Party on June 30, 2018, from 1 pm to 4
pm, at Edgewater Park; (D) Issuance of Catering Permits to the Wild Horse Saloon, Inc., dba;
The Hitching Post Restaurant and Saloon to cater alcoholic beverages at all of these events: 2nd
Annual Hitching Post Car Show on July 14, 2018, from 10 am to 3 pm, at the Green River
Chamber of Commerce, a wedding (Phillips & Doak) on August 4, 2018, from 5 pm to midnight,
at the Island Pavilion and a wedding (Beck & Pena) on August 11, 2018 from 4 pm to midnight,
at the Island Pavilion; (E) Issuance of Malt Beverage Permits to the Muley Fanatic Foundation
for the Inaugural Mansface Mountain Music Festival on July 13 & 14, 2018, from 11 am to 10
pm, at the Island Pavilion; (F) Approval to Transfer the Wild Horse Saloon, Inc., dba; The
Hitching Post Restaurant and Saloon liquor license to cater alcoholic beverages at a wedding on
September 8, 2018, from 5 pm to midnight, at Bunning Hall, pending approval by the Rock
Springs City Council; (G) Approval of the Minutes for: May 15, 2018 Workshop & Council; (H)
Approval of Payment of Bills: Prepaid $90,533.22; Outstanding Invoices $458,789.40; Payroll
Expenditures $285,015.02; Preauthorization Payments $1,065,000.00. Council Member Wilson
seconded, motion carried. Adjourn to Executive Session: Council Member Wilson moved to
adjourn to executive session for personnel issues with no motion following at 8 pm. Council
Member Killpack seconded, motion carried. Reconvene: Council Member Maes moved to
reconvene at 8:48 pm. Council Member Murphy seconded, motion carried. Adjournment:
Council Member Barney moved to adjourn at 8:48 pm. Council Member Murphy seconded,
motion carried.
