City of Green River, City Council Proceedings for July 10, 2018, 7 pm, Council Chambers,
Mayor Pete Rust called the meeting to order. The following Council Members were present: Lisa
Maes, Tom Murphy, Robert Berg, Ted Barney, Gary Killpack and Allan Wilson. The following
were present representing the City: City Administrator Reed Clevenger, Director of Finance
Chris Meats, Director of Human Resources Cari Kragovich, Communications Administrator
Amanda Cavaz, Director of Public Works Mark Westenskow, Director of Community
Development Laura Leigh, Assistant Fire Chief Larry Erdmann, Director of Parks and
Recreation Brad Raney and Acting City Attorney Tammy Harris. Approval of the Agenda:
Council Member Wilson moved to approve the agenda. Council Member Barney seconded,
motion carried. Presentations: (A) Wyoming Wildlife Federation Update; (B) Wyoming
Wilderness Association; (C) Overland Stage Stampede Rodeo Committee Update. Ordinances:
(18-01) Consideration of an Ordinance Amending Chapter 18 Offenses, Miscellaneous
Provisions. Council Member Barney moved to approve on third and final reading an Ordinance
Amending Chapter 18 Offenses, Miscellaneous Provisions Section 18-90 – Unlawful Possession
or Use of Tobacco Products by Minors. Council Member Berg seconded, motion carried.
Resolutions: (R18-19) Consideration of a Resolution Declaring the Intent of the City of Green
River to cooperate fully and assist Sweetwater County and the Incorporated Municipalities of
Sweetwater County for the continuation of the county wide Lodging Tax. Council Member
Wilson moved to approve the resolution declaring the intent of the City of Green River to
cooperate fully and assist Sweetwater County and the Incorporated municipalities of Sweetwater
County in taking all action necessary in support of the continuation of the existing county wide
3% Lodging Tax with an increase of 1%. Council Member Berg seconded, motion carried.
Council Actions: (A) Consideration of an Agreement with Forsgren Associates, Inc. to provide
on-call building inspection and plan review services. Council Member Maes moved to authorize
the Mayor to sign an agreement with Forsgren Associates, Inc. to provide building inspection
and plan review services to the City of Green River on an as-needed basis. Council Member
Murphy seconded, motion carried. Consent Agenda: Council Member Berg moved to approve
the following: (A) Approval of the Sweetwater County Joint Travel and Tourism Grant
agreement, in the amount of $2,000 for the 2018 Art on the Green event, pending approval by
Legal Counsel. (B) Horse coral lease with Michelle Clark for corrals 69 & 70; (C) Horse corral
lease with Heidi Degraw for corrals 80 & 100; (D) Horse corral lease with Noel Huber for
corrals 41 & 46; (E) Issuance of a Catering permit to Lew’s Inc., dba; Sands Buddha Bobs
Liquor Catering to cater alcoholic beverages at the 2018 Ciner Picnic on July 21, 2018, from 10
am to 6 pm, at the Island Pavilion; (F) Issuance of malt beverage permits to the Green River
Chamber of Commerce for the 17th Annual River Festival on Friday, August 17, 2018, from 3
pm to midnight and Saturday, August 18, 2018, from 11 am to 5 pm, at the Island Pavilion/Evers
Park; (G) Issuance of a catering permit to Santa Fe Trail Inc. to cater alcoholic beverages at the
Genesis Picnic on August 25, 2018, from 12 pm to 4 pm, at the Island Pavilion, pending
approval by the Rock Springs City Council; (H) Approval of the Minutes for: June 5, 2018
Council and June 19, 2018 Council; (I) Approval of Payment of Bills: Prepaid $136,181.75;
Outstanding Invoices $430,477.15; Payroll Expenditures $386,327.84; Preauthorization
Payments $1,088,000.00. Council Member Wilson seconded, motion carried. Adjournment:
Council Member Maes moved to adjourn at 8:09 pm. Council Member Wilson seconded, motion
carried.
