City of Green River, City Council Workshop Proceedings for April 30, 2019, 6:30 pm, Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: Gary Killpack, Robert Berg, Lisa Maes, Tom Murphy and Jim Zimmerman. The following were present representing the City: City Administrator Reed Clevenger, Human Resources Director Cari Kragovich, Communications Administrator Amanda Cavaz, Director of Finance Chris Meats, Director of Public Works Mark Westenskow and City Engineer Andy Hooten. Discussion on the Proposed Senior Rate from Wyoming Waste Systems – Michelle Foote said they have two options for seniors. The first is a 65-gallon trash bin regular pickup for $26.50 per month and the second option is to keep the current 90-gallon trash bin with regular pickup for $29.50 per month. The 95-gallon option would be the quickest to be implemented since customers already have the bins. The 65-gallon bins would have to be ordered and could take over six weeks to implement the service. Enterprise Fund Updates and Rate Schedules for FY2020 and Pavement Management Concepts - Mark gave a brief overview of the design of the new Wastewater Treatment Plant and the 2020 Enterprise Fund Rates. Under wastewater rates the residential base rate is unchanged, the commercial base rate is unchanged and there is an increase to the consumption rate. Under water rates there will be an increase to the base rate for larger meters (1 ½” and up) and an increase in tier 3 rates, there will be a decrease in the tier 2 rates. Pavement management has had recent funding struggles. In the past the general fund dollars were used for street improvement projects but the funds have not been available over the last six years. The 6th Penny funds have been used for street reconstruction projects. For the 2020 budget he would like to request to update the pavement condition index report for $30,000; fund annual slurry seal project at $150,000; establish a pavement preservation program at $500,000 and utilize future funding sources.
