City of Green River, City Council Proceedings for August 20, 2019, 7:00 pm, Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: Robert Berg, Michael Shutran, and Jim Zimmerman. The following were present representing the City: City Administrator Reed Clevenger, Director of Finance Chris Meats, Director of Public Works Mark Westenskow, Director of Community Development Laura Leigh, Police Chief Tom Jarvie, Assistant Fire Chief Larry Erdmann, Director of Parks and Recreation Brad Raney and City Attorney Galen West. Approval of the Agenda: Council Member Berg moved to approve the agenda. Council Member Shutran seconded, motion carried. Presentations: (A) Southwest Regional Airport New Capacity Purchase Program Update; (B) URA/Main Street Update. Citizen Requests and Other Communications: Sleep in Heavenly Peace Chapter President, Michael Bond spoke about the program and Tom Jarvie mentioned Christopher Wilson who helped organize the latest Sleep in Heavenly Peace bed making event to earn his Eagle Scout. Board and Committee Appointments: (A) Approval of the Reappointment of Tim Knight to the Planning & Zoning Commission for a three-year term. Council Member Zimmerman moved to confirm the Mayor’s reappointment of Tim Knight to the Planning & Zoning Commission for a three-year term concluding August 31, 2022. Council Member Berg seconded, motion carried. Council Actions: (A) Consideration to Approve the Grant Agreement between the Wyoming Business Council and the City of Green River URA/Main Street Agency. Council Member Berg moved to approve the grant agreement between the Wyoming Business Council and the City of Green River on behalf of the URA/Main Street Agency. Council Member Shutran seconded, motion carried; (B) Consideration to Authorize the Release of Retainage for the Greenbelt Crack Seal Coat Project. Council Member Zimmerman moved to authorize the release of the retainage for the Greenbelt Crack Seal Coat Project, in the amount of $5,897.50 to R&D Sweeping and Asphalt Maintenance. Council Member Shutran seconded, motion carried; (C) Consideration of Release of Retainage for the Cease & Transfer – Landfill Closure Construction. Council Member Shutran moved to approve the release of retainage, in the amount of $61,544.09 to DeBernardi Construction Company, Inc. for the Landfill Closure Project. Council Member Berg seconded, motion carried; (D) Consideration of Release of Retainage for the 2019 Slurry Seal Project. Council Member Shutran moved to Release the Retainage for the 2019 Slurry Seal Project to Morgan Pavement Maintenance, in the amount of $12,988.80. Council Member Zimmerman seconded, motion carried. Consent Agenda: Council Member Zimmerman moved to approve the Consent Agenda: (A) Approval of the agreement with Southwest Counseling Service for the Employee Assistance Program services for FY20 and authorize the Mayor to sign the agreement; (B) Approval of the agreement with Electrical Connections, Inc., in the amount of $244,427.03 for the Transfer Station Post-Fire M&E Repair Project and authorize the Mayor to sign the agreement; (C) Approval of the FY20 community service agreement with the Golden Hour Senior Center, in the amount of $22,000; (D) Horse corral lease agreement with Leslie Stallings for corrals 132 & 133; (E) Issuance of a Catering Permit to China Garden Inc. to cater alcoholic beverages at Wilfred and Shirley Cordova’s 50th Wedding Anniversary Party on Saturday, August 31, 2019, from 4 pm to 11:30 pm, at the Island Pavilion; (F) Approval of the Minutes for: July 2, 2019 Council and August 6, 2019 Council; (H) Approval of the Payment of Bills; Prepaid Invoices $153,759.77, Outstanding Invoices $543,102.43, Payroll Expenditures $372,939.75, Preauthorization Payments $1,065,000.00, Council Member Berg seconded, motion carried.
