City of Green River, City Council Proceedings for November 19, 2019, 7:00 pm, Council
Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were
present: Robert Berg, Michael Shutran, Jim Zimmerman, Tom Murphy and Gary Killpack. The
following were present representing the City: City Administrator Reed Clevenger, Director of
Finance Chris Meats, Director of Human Resources Cari Kragovich, Director of Public Works
Mark Westenskow, Professional Engineer Andy Hooten, Police Chief Tom Jarvie, Fire Chief Mike
Nomis, Director of Parks and Recreation Brad Raney and City Attorney Galen West. Approval
of the Agenda: Council Member Zimmerman moved to approve the agenda. Council Member
Killpack seconded, motion carried. Proclamations: (A) Diabetes Awareness Month; (B) National
Apprenticeship Week. Presentations: (A) Green River Fire Department’s Coloring Contest
Awards; (B) Wyoming Waste. Citizen Requests and Other Communications: Patsy Sorensen
challenged Council to do a good deed everyday from December 1st through the 25th. Public
Hearings: Public Hearing for the Proposed Resolution to Rename Lincoln Street to Lincoln Circle.
The Mayor opened the hearing at 7:57 pm. Mr. Hooten said it was brought to the attention of the
Development Services Department that Lincoln Street has safety issues and is confusing to
Emergency Services on where the street is. Residents that will be affected have been notified by
letter and he has spoken to them himself to explain why the name change is being proposed. Two
residents in attendance who live on the street, said they would like to see the name changed. It
would make it clearer for emergency services and delivery drivers to know where they need to go.
The problem is the street name is Lincoln Street but the mailing and utility addresses are different
so it is very confusing. There is a Lincoln Street in Jamestown as well. There were no concerns or
comments presented. The Mayor closed the hearing at 8:03 pm. Board and Committee
Appointments: (A) Approval of the Reappointment of Charles Van Over to the Building Code of
Appeals. Council Member Berg moved to confirm the Mayor’s reappointment of Charles Van
Over to the Building Code Board of Appeals for a (5) five-year term. Council Member Shutran
seconded, motion carried. Ordinances: Consideration on third and final reading an Ordinance
Amending Chapter 18, Sections 18-88 and 18-92 Smoking Prohibited. Council Member Killpack
moved to approve on third and final reading the amendments to Chapter 18, Section 18-88 and
18-92 Smoking Prohibited. Council Member Zimmerman seconded. Council Member Berg asked
if wording can be placed in the ordinance to include drive-up windows as part of the entrance.
Council Member Killpack moved to table the motion until the second meeting in December so
more research can be done on the definition of the entrance. Council Member Berg seconded.
Council Member Killpack amended his motion by tabling the motion until the first meeting in
January to give adequate time for the City Prosecutor to research on how to add drive-up windows.
Council Member Murphy seconded, motion carried. Resolutions: (R19-21) Consideration of a
Resolution to Rename Lincoln Street to Lincoln Circle. Council Member Berg moved to approve
the Resolution authorizing Lincoln Street to be named Lincoln Circle and for the Director of
Community Development to create and assign addresses. Council Member Murphy seconded,
motion carried. Consent Agenda: Council Member Shutran moved to approve the Consent
Agenda: (A) Approval of a Trade Agreement between the Radio Network and Green River
Recreation Center, pending legal approval; (B) Approval of the Program Agreement with Healthy
Contributions for the Recreation Center, pending legal review; (C) Issuance of a Catering Permit
to the Ponderosa Bar to cater alcoholic beverages at the Muley Fanatics Christmas Party on
December 14, 2019, from 3 pm until midnight, at the Island Pavilion; (D) Approval of the Minutes
for: November 5, 2019 Council & Workshop; (E) Approval of the Payment of Bills; Prepaid
Invoices $108,797.45, Outstanding Invoices $226,148.20, Payroll Expenditures $310,161.22,
Preauthorization Payments $1,129,050.00, Council Member Murphy seconded, motion carried.
Adjournment: Council Member Zimmerman moved to adjourn at 8:43 pm. Council Member Berg
seconded, motion carried.
