City of Green River, City Council Proceedings for January 21, 2020, 7 pm, Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: Gary Killpack, Lisa Maes, Tom Murphy, Mike Shutran, Robert Berg, and Jim Zimmerman. The following were present representing the City: City Administrator Reed Clevenger, Director of Finance Chris Meats, Director of Human Resources Cari Kragovich, Director of Public Works Mark Westenskow, Police Chief Tom Jarvie, URA/Main Street Administrator Jennie Melvin, Director of Parks and Recreation Brad Raney and City Attorney Galen West. Approval of the Agenda: Council Member Killpack moved to approve the agenda. Council Member Maes seconded, motion carried. Board and Committee Appointments: Reappointment of JaNell Hunter to the Joint Powers Water Board. Council Member Berg moved to confirm the Mayor’s reappointment of JaNell Hunter to the Joint Powers Water Board. Council Member Killpack seconded, motion carried. Ordinances: (20-01) Consideration on Third and Final Reading an Ordinance Amending Chapter 18, Section 18-88 and 18-92 Smoking Prohibited. Council Member Killpack moved to un-table the consideration on third and final reading amendments to Chapter 18, Section 18-88 and 18-92 of the City of Green River Code of Ordinances. Council Member Zimmerman seconded, motion carried. Council Member Killpack moved to consider on third and final reading amendments to Chapter 18, Section 18-88 and 18-92 of the City of Green River Code of Ordinances. Council Member Berg seconded, motion carried. Council Member Killpack moved to approve on third and final reading amendments to Chapter 18, Section 18-88 and 18-92 of the City of Green River Code of Ordinances. Council Member Murphy seconded, motion carried. Resolutions: (R20-03) Consideration of a Resolution in Support of the Sweetwater Economic Development Coalition (SEDC). Council Member Maes moved to approve the resolution to support the mission of the Sweetwater Economic Development Coalition (SEDC) in conjunction with Sweetwater County and the City of Rock Springs. Council Member Shutran seconded, motion carried. Council Actions: (A) Consideration of a Contract for a Feasibility Study for a Second Grocery Store. Council Member Berg moved to approve the contract with Columinate, in the amount not to exceed $10,100, for a feasibility study. Council Member Shutran seconded, motion carried; (B) Consideration of a MOU between the Wyoming Business Council, the City of Green River and the Green River URA/Main Street Agency. Council Member Shutran moved to authorize Mayor Rust to sign the Memorandum of Understanding between the Wyoming Business Council, the City of Green River and the Green River URA/Main Street Agency. Council Member Murphy seconded, motion carried. Consent Agenda: Council Member Zimmerman moved to approve the following: (A) Approval of the FY20 Employee Assistance Program Agreement with Family Dynamics Counseling, Inc. and authorize the Mayor to sign said agreement; (B) Issuance of a catering permit to China Garden, Inc. to cater alcoholic beverages at the Green River Chapter of Duck’s Unlimited Banquet on Saturday, February 15, 2020, from 3 pm until 11 pm, at the Island Pavilion; (C) Approval of Minutes for: December 17, 2019 Council, December 30, 2019 Special Council, January 7, 2020 Council and January 14, 2020 Council Workshop; (D) Approval of Payment of Bills: Prepaid $288,435.37; Outstanding Invoices $270,357.28; Payroll Expenditures $340,161.05; Preauthorization Payments $1,065,000.00. Council Member Maes seconded, motion carried. Adjourn to Executive Session: Council Member Shutran moved to adjourn to executive session to discuss personnel and possible litigation at 7:32 pm. Council Member Killpack seconded, motion carried. Reconvene: Council Member Maes moved to reconvene at 7:51 pm. Council Member Murphy seconded, motion carried.
