City of Green River, City Council Proceedings for April 6, 2021, 7 pm, in Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: Gary Killpack, Sherry Bushman, George Jost, Mike Shutran, Robert Berg, and Jim Zimmerman. The following were present representing the City: City Administrator Reed Clevenger, Director of Human Resources Cari Kragovich, Communications Administrator Steve Core, Director of Public Works Mark Westenskow, Police Chief Tom Jarvie, Assistant Fire Chief Larry Erdmann, Director of Parks and Recreation Brad Raney and City Attorney Galen West. Approval of the Agenda: Council Member Shutran moved to approve the agenda. Council Member Bushman seconded, motion carried. Proclamations: (A) National Library Week; (B) National Service Recognition Day; (C) Sexual Assault Awareness Month; (D) Child Abuse Awareness and Prevention Month. Presentations: (A) Service Recognition of Lisa Maes and Tom Murphy; (B) Green River Arts Council Update. Citizen Comments and Other Communication: Jack Page from 307 Cornhole spoke about having cornhole and basketball tournament events in June. Public Hearings: Public Hearing for a New Retail Liquor License Application from Tomahawk Tavern, LLC. The Mayor opened the hearing at 7:32 pm. There were no comments or concerns presented. The Mayor closed the hearing at 7:32 pm. Council Actions: (A) Consideration to Approve a New Retail Liquor License Application from the Tomahawk Tavern, LLC. Council Member Shutran moved to approve the issuance of the retail liquor license to the Tomahawk Tavern, LLC for the term beginning April 7, 2021 and ending March 31, 2022, pending legal approval; (B) Consideration of an Agreement for Disbursement, Receipt and Use of Sweetwater Count Joint Travel and Tourism Advertising Grant Funds. Council Member Zimmerman moved to approve the disbursement and receipt of Sweetwater County Joint Travel and Tourism Grant in the amount of $2,500 for the 2021 Art on the Green event. Council Member Berg seconded, motion carried; (C) Consideration to Award the Concession Stand Proposals for Stratton Myers and Veterans Park. Council Member Berg moved to enter into an agreement with RaNae Johnson dba; The Snak Shak, LLC to operate the concession stands at Stratton Myers and Veterans Parks for the 2021 season, pending legal approval. Council Member Bushman seconded, motion carried; (D) Consideration to Approve an Amended and Restated Cooperative Agreement for the Urban Systems Program. Council Member Bushman moved to authorize the Mayor to sign the Amended and Restated Cooperative Agreement among the Wyoming Department of Transportation, City of Green River and Sweetwater County. Council Member Shutran seconded, motion carried; (E) Consideration to Authorize the Submission of a Grant to the Wyoming Emergency Management Program. Council Member Jost moved to authorize the Parks & Recreation Department to submit a 2021 WEIMP Grant application to the Wyoming Department of Agriculture. Council Member Zimmerman seconded, motion carried. Consent Agenda: Council Member Killpack moved to approve the following: (A) Approval of the contract with Lantis Production, Inc. for the City’s July 4, 2021 Fireworks Display, pending legal approval; (B) Approval to write-off account 5840-002 for $134.16 and account 5151-003 for $27.87; (C) Approval of the Utility Review Committee’s recommendation of crediting utility account 3226-001 for $92.86; (D) Issuance of Catering Permits to the Wild Horse Saloon, Inc., dba the Hitching Post Saloon to cater alcoholic beverages at the Overland Stage Stampede Rodeo on June 4th from 5 pm until 11 pm and June 5th from 4 pm until midnight, at the Rodeo Arena; (E) Approval to Transfer the Wild Horse Saloon, Inc., dba the Hitching Post Saloon liquor license to cater alcoholic beverages at the Bernard and Renteria Wedding on April 24, 2021, from 5 pm until 1:30 am at the Sweetwater County Events Complex in Rock Springs, Wyoming, pending approval by the Rock Springs City Council; (F) Issuance of a catering permit to the Santa Fe Grill, Inc., dba Santa Fe Southwest Grill to cater alcoholic beverages at the Finn Wedding reception on July 31, 2021 from 4 pm until midnight at the Island Pavilion, pending approval by the Rock Springs City Council; (G) Approval of the 2021 Terms of Payment Agreement with Lagoon Corporation and authorize the Mayor to sign this agreement; (H) Approval of Minutes for: March 2, 2021 Council, March 3, 2021 Sweetwater County Intergovernmental Joint Leadership Group Special Workshop, March 9, 2021 Workshop, March 16, 2021 Council; (I) Approval of Payment of Bills: Prepaid Invoices $93,155.01, Outstanding Invoices $149,941.87, Payroll Expenditures $324,632.45 and Preauthorization Payments $1,065,000.00. Council Member Shutran seconded, motion carried. Adjournment: Council Member Shutran moved to adjourn at 7:53 pm.
