City of Green River, City Council Proceedings for August 3, 2021, 7 pm, City Hall Council
Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were
present: Sherry Bushman, George Jost, Mike Shutran, Gary Killpack, Robert Berg, and Jim
Zimmerman. The following were present representing the City: City Administrator Reed
Clevenger, Director of Finance Chris Meats, Communications Administrator Steve Core, Public
Affairs and Grants Manager Ryan Rust, Director of Public Works Mark Westenskow, Police Chief
Tom Jarvie, Assistant Fire Chief Larry Erdmann, Assistant Fire Chief Bill Robinson, Parks &
Facilities Supervisor Doug Stewart and City Attorney Galen West. Approval of the Agenda:
Council Member Shutran moved to approve the agenda. Council Member Zimmerman seconded,
motion carried. Proclamations: National Night Out. Presentations: Art on the Green Update.
Council Actions: (A) Consideration to Award the Bid for the Sale of Municipal Property – Lincoln
School Addition Tracts B & C. Council Member Shutran moved to reject the Bid for the sale of
Lincoln School Addition Tracts B & C and authorize City staff to re-advertise the proposed sale
at a later date. Council Member Zimmerman seconded, motion carried (4-3) with Council
Members Jost, Bushman and Rust voting against; (B) Consideration to Approve an Agreement
with Coldspring for a Granite Columbarium. Council Member Zimmerman moved to approve the
agreement with Coldspring to supply a 144-niche columbarium, in the amount of $34,440, pending
legal approval. Council Member Bushman seconded, motion carried. Consent Agenda: Council
Member Berg moved to approve the following items: (A) Issuance of a catering permit to the Wild
Horse Saloon, Inc., dba the Hitching Post Saloon to cater alcoholic beverages at a wedding on
August 14, 2021, from 3 pm until midnight at Expedition Island; (B) Issuance of a catering permit
to the Tomahawk Tavern, LLC to cater alcoholic beverages at the American Legion Post 28 Riders
Poker Run and Concert on August 28, 2021, from 12 pm until 2 am, within the barricaded area on
North Center Street; (C) Approval of Minutes for: July 6, 2021 Council and July 13, 2021 Council
Workshop; (G) Approval of Payment of Bills: Prepaid Invoices $90,437.74, Outstanding Invoices
$242,189.25, Payroll Expenditures $694,847.36 and Preauthorized Payments $1,065,000.00.
Council Member Bushman seconded, motion carried. Adjournment: Council Member Berg
moved to adjourn at 7:53 pm. Council Member Shutran seconded, motion carried.
