City Council Meetings

City of Green River, City Council Proceedings for October 19, 2021, 7 pm, City Hall Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: Sherry Bushman, George Jost, Gary Killpack and Jim Zimmerman. The following were present representing the City: Acting City Administrator Tom Jarvie, Director of Finance Chris Meats, Communications Administrator Steve Core, Public Affairs and Grants Manager Ryan Rust, Director of Public Works Mark Westenskow, Senior Building Inspector Ken Yager, Director of Parks and Recreation Brad Raney and City Attorney Galen West. Approval of the Agenda: Council Member Bushman moved to approve the agenda. Council Zimmerman seconded, motion carried. Proclamations: GFWC Advocates for Children Week. Presentations: (A) Recognition of Wyoming’s Teacher of the Year – Brittany Montgomery (Rescheduled); (B) Wyoming Waste Connections Update. Board and Committee Appointments: (A) Appointment of Tiffany Asher to the Green River Arts Council. Council Member Bushman moved to confirm the Mayor’s appointment of Tiffany Asher to the Green River Arts Council for a 2-year term. Council Member Killpack seconded, motion carried; (B) Appointment of Koral J. Salinas to the Green River Arts Council. Council Member Jost moved to confirm the Mayor’s appointment of Koral J. Salinas to the Green River Arts Council for a 2-year term. Council Member Killpack seconded, motion carried. Resolutions: (R21-20) Consideration of a Budget Resolution Accepting CESF Grant Funds from the Division of Criminal Investigation. Council Member Killpack moved to approve the budget resolution increasing the General Fund Budget for the Police Administration Division (10.200.230.ADMIN), in the amount of $145,182.84 for the purchase of portable radios for the Police Department. Council Member Zimmerman seconded, motion carried. Consent Agenda: Council Member Zimmerman moved to approve the following items: (A) Approval of the Recommendation by the City Administrator and the City Clerk to issue a Credit for the services charged on the utility account 1091-006, in the amount of $267.30; (B) Issuance of a Catering Permit to the Tomahawk Tavern, LLC to cater alcoholic beverages at the Wild Sage Market Fall Market event on October 30, 2021, from 11 am until 4 pm, the Expedition Island; (C) Approval of Minutes for: September 28, 2021 Council Workshop and October 5, 2021 Council; (D) Approval of Payment of Bills: Prepaid Invoices $227,075.60, Outstanding Invoices $385,657.44, Payroll Expenditures $315,445.46 and Preauthorized Payments $1,087,500.00. Council Member Bushman seconded, motion carried. Adjournment: Council Member Jost moved to adjourn at 7:24 pm.
