City of Green River, City Council Workshop and Council Proceedings for April 19, 2022, 6:30 pm, City Hall Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: George Jost, Mike Shutran, Robert Berg, Sherry Bushman, Gary Killpack and Jim Zimmerman. The following were present representing the City: City Administrator Reed Clevenger, Director of Finance Chris Meats, Communications Administrator Steve Core, Public Affairs and Grants Manager Ryan Rust, Director of Human Resources Cari Kragovich, Director of Public Works Mark Westenskow, Police Chief Tom Jarvie, Assistant Fire Chief Bill Robinson, Director of Parks and Recreation Brad Raney and City Attorney Galen West. Workshop Proceedings: Horse Corral Lease Agreement Discussion. Council Proceedings: Approval of the Agenda: Council Member Shutran moved to approve the agenda. Council Member Bushman seconded, motion carried. Presentations: Sweetwater County Clerk Proposed Changes in Redistricting. Board and Committee Appointments: Appointment of Joye Brady to the Historic Preservation Commission. Council Member Berg moved to confirm the Mayor’s appointment of Joye Brady to the Historic Preservation Commission effective April 19, 2022. Council Member Killpack seconded, motion carried. Ordinances: (22-02) Consideration on Third and Final Reading an Ordinance Amending the City of Green River Ordinances Chapter 7, Articles II through IX, Buildings and Building Regulations. Council Member Zimmerman moved to approve on third and final reading the amendments to Chapter 7 of the City of Green River Code of Ordinances as they relate to the adoption of the 2021 International Code Council building codes. Council Member Shutran seconded, motion carried; (22-03) Consideration to Approve on Third and Final Reading an Ordinance Rezoning from B-2 (Downtown Business) to B-1 (General Business). Council Member Shutran moved to approve on third and final reading an Ordinance to amend the Official Zoning Map of the City of Green River, to rezone property located at 1175 Bridger Drive from B-2 (Downtown Business) to B-1 (General Business). Council Member Bushman seconded, motion carried 6-1 with Council Member Berg voting in opposition. Council Action Items: (A) Consideration of the Revised 2022 HIDTA Sub- Contract Award Agreement. Council Member Bushman moved to approve the 2022 HIDTA Sub- contract award of $192,894 and authorize the Mayor and Chief Jarvie to sign the agreement; (B) Consideration of a Memorandum of Agreement with the Department of Transportation. Council Member Zimmerman moved to approve the Memorandum of Agreement with the Wyoming Department of Transportation and authorize the Mayor to sign the Memorandum of Agreement and Traffic Signal Facility Easement. Council Member Berg seconded, motion carried; (C) Consideration of Amendment One to the Land Water Conservation Fund (LWCF) Grant Agreement. Council Member Shutran moved to approve amendment one of the Land and Water Conservation Funds Grant Agreement with the State of Wyoming, Department of State Parks and Cultural Resources, Division of State Parks, Historic Sites and Trails. Council Member Bushman seconded, motion carried. Consent Agenda: Council Member Killpack moved to approve the following items: (A) Approval of the Utility Review Committee’s recommendation to credit utility account 5454-001 for $299.58, utility account 3226-001 for $39.90 and utility account 5285-001 for $206.70; (B) Approval of the contract with Lantis Productions, Inc. for the City’s July 4, 2022 Fireworks Display, in the amount of $16,900, pending legal approval; (C) Approval of the Minutes for: March 22, 2022 Council Workshop and April 5, 2022 Council; (D) Approval of Payment of Bills: Prepaid Invoices $180,296.88, Outstanding Invoices $347,791.07, Payroll Expenditures $612,048.82 and Preauthorized Payments $1,065,000.00. Council Member Jost seconded, motion carried. Adjournment: Council Member Shutran moved to adjourn at 7:32 pm. Council Member Berg seconded, motion carried.
