City of Green River, City Council Workshop and Council Proceedings for May 17, 2022, 6
pm, City Hall Council Chambers, Mayor Pete Rust called the meeting to order. The following
Council Members were present: George Jost, Mike Shutran, Robert Berg, Sherry Bushman, and
Gary Killpack. The following were present representing the City: City Administrator Reed
Clevenger, Director of Finance Chris Meats, Public Affairs and Grants Manager Ryan Rust,
Director of Public Works Mark Westenskow, Senior Building Inspector Ken Yager, Assistant Fire
Chief Bill Robinson, Assistant Fire Chief Larry Erdmann, Director of Parks and Recreation Brad
Raney and City Attorney Galen West. Workshop Agenda: Fiscal Year 2023 Budget Discussion.
Approval of the Agenda: Council Member Shutran moved to approve the agenda. Council
Member Killpack seconded, motion carried. Proclamations: Green River Clean-Up Day.
Presentations: (A) SWC Tourism Master Plan; (B) Green River Greenbelt Task Force Update.
Resolutions: (R22-05) Consideration of a Resolution Approving an Increase in the Wastewater
Fund. Council Member Killpack moved to approve the resolution increasing the Wastewater Fund
Budget, in the amount of $500,000 for the fiscal year ending June 30, 2022. Council Action Items:
(A) Consideration to Award the 2022 Cape Seal Project. Council Member Jost moved to award
the 2022 Cape Seal Project to Asphalt Preservation for $577,629.45 including the Schedules Base,
A & B and authorize the Mayor to sign the agreement. Council Member Killpack seconded, motion
carried; (B) Consideration of a Consulting Agreement with Daigle Law Group LLC. Council
Member Shutran moved to approve the Agreement to provide services with Daigle Law Group,
LLC and authorize Mayor Rust to sign the agreement upon legal approval. Consent Agenda:
Council Member Killpack moved to approve the following items: (A) Approval of a horse corral
lease agreement with AprilDawn Berg for corral 81; (B) Approval of a horse corral lease
agreement with Pete & Merlynn Gailey for corrals 23 & 24; (C) Approval of the horse corral lease
agreement with LisaBeth & Kolby Magee for corrals 72 & 73; (D) Approval of the horse corral
lease agreement with Regina Tuberville for corrals 79 & 124; (E) Issuance of a catering permit to
The Tomahawk Tavern, LLC to cater alcoholic beverages at the Downtown’s Not Dead event on
June 4, 2022, from 10 am until 4 pm, within the barricaded area on North 1st West; (F) Approval
of Minutes for: May 3, 2022 Council; (G) Approval of Payment of Bills: Prepaid Invoices
$109,943.13, Outstanding Invoices $228,287.24, Payroll Expenditures $258,726.99 and
Preauthorized Payments $1,065,000.00. Council Member Bushman seconded, motion carried with
Council Member Berg abstaining. Executive Session: Council Member Killpack moved to
adjourn to executive session to discuss personnel at 8:02 pm. Council Member Berg seconded,
motion carried. Reconvene: Council Member Shutran moved to reconvene at 9:12 pm. Council
Member Berg seconded, motion carried. Adjournment: Council Member Shutran moved to
adjourn at 9:13 pm. Council Member Berg seconded, motion carried.
