City of Green River, City Council Workshop & Council Proceedings for May 16, 2023, 6 pm,
City Hall Council Chambers, Council President George Jost called the meeting to order. The
following Council Members were present: Robert Berg, Sherry Bushman, Mike Shutran, Gary
Killpack and Ron Williams. The following were present representing the City: City Administrator
Reed Clevenger, Director of Finance Chris Meats, Human Resource Director Cari Kragovich,
Director of Public Works Mark Westenskow, Interim Police Chief Shaun Sturlaugson, Assistant
Fire Chief Bill Robinson, Assistant Fire Chief Larry Erdmann, Interim Director of Parks &
Recreation Katie Duncombe and Acting City Attorney Tammy Harris. Workshop Agenda:
FY2024 Budget Discussions. Council Agenda: Approval of the Agenda: Council Member
Killpack moved to amend the agenda by moving Presentations Item C: Presentation of the Medal
of Valor to Sergeant Nielson, Officer Owens and Officer Lennon to the next item on the agenda
and to approve the agenda. Council Member Berg seconded, motion carried. Presentations: (C)
Presentation of the Medal of Valor to Sergeant Nielson, Officer Owens and Officer Lennon.
Proclamations: (A) Arbor Day; (B) Green River Clean-Up Day; (C) National Poppy Day; (D)
National Public Works Week. Presentations: (A) Sweetwater Economic Development Coalition
Update; (B) Overland Stage Stampede Rodeo Committee Update. Board and Committee
Appointments: Appointment of Roy Lloyd to the Planning & Zoning Commission. Council
Member Berg moved to confirm the Mayor’s appointment of Roy Lloyd to the Planning & Zoning
Commission for a three (3) year term beginning June 1, 2023 and ending May 31, 2026. Council
Member Bushman seconded, motion carried. Council Action Items: Consideration to Submit a
Scholarship Application to the Sweetwater County Joint Travel & Tourism Board. Council
Member Bushman moved to approve the submission and acceptance of the scholarship application
to the Sweetwater County Joint Travel & Tourism Board for the 2023 Co-ed Tough Turkey
Volleyball Tournament, in the amount of $2,000. Council Member Shutran seconded, motion
carried. Consent Agenda: Council Member Shutran moved to approve the following items: (A)
Approval of the horse corral lease agreement with Martha Dulany for corral 15; (B) Issuance of
an open container permit to Martha Holzgrafe for the Green River Peer Support Summer BBQ
event on June 4, 2023, from 1 pm until 6 pm, at Stratton Myers Park; (C) Approval of an agreement
with Justice Systems Inc. for Municipal Court software upgrades, in the amount of $1,500, pending
legal review; (D) Approval of the Utility Review Committee’s recommendation to credit utility
account 1680-004 for $676.75 with a condition that billing locations 1672, 1673, 1674, 1675, 1676,
1677, 1678, 1679 and 1680 cannot request a waiver of fees from the Utility Review Committee
for the next 12 months beginning May 1, 2023, due to circumstances where the water line breaks
within the area of the customers responsibility; (E) Issuance of a Malt Beverage Permit to Square
State Brewing for Trail Days on June 3, 2023 from 11 am until 5 pm, at FMC Park, pending
approval by the Rock Springs City Council; (F) Approval of the minutes for: April 18, 2023
Council, April 25, 2023 Special Council and May 2, 2023 Council; (G) Approval of Payment of
Bills: Prepaid Invoices $85,296.18, Outstanding Invoices $436,511.16, Payroll Expenditures
$281,684.57 and Preauthorized Payments $1,065,000.00. Council Member Berg seconded, motion
carried. Adjournment: Council Member Shutran moved to adjourn at 7:44 pm. Council Member
Berg seconded, motion carried.
