City of Green River, City Council Proceedings for December 19, 2023, 7 pm, City Hall
Council Chambers, Mayor Pete Rust called the meeting to order. The following Council
Members were present: George Jost, Robert Berg, Mike Shutran, Gary Killpack, Sherry Bushman
and Ron Williams. The following were present representing the City: City Administrator Reed
Clevenger, Director of Public Works Mark Westenskow, City Engineer Dustin Romero, Public
Affairs and Grants Manager Ryan Rust, Director of Human Resources Cari Kragovich,
Communications Administrator Steve Core, Police Chief Shaun Sturlaugson, Assistant Fire Chief
Bill Robinson, Director of Parks & Recreation Katie Duncombe and City Attorney Galen West.
Approval of the Agenda: Council Member Shutran moved to approve the agenda. Council
Member Williams seconded, motion carried. Presentations: Green River Chamber of Commerce
Update. Board & Committee Appointments: Appointment of Sandee Gunter to the Green River
Arts Council. Council Member Berg moved to confirm the Mayor’s appointment of Sandee Gunter
to the Green River Arts Council for a two-year term. Council Member Bushman seconded, motion
carried. Council Action Items: (A) Consideration to Award the Bid for a new Regenerative Air
Sweeper to Owen Equipment. Council Member Shutran moved to award the bid for a new
regenerative street sweeper to Owen Equipment, in the amount of $357,971. Council Member Jost
seconded, motion carried; (B) Consideration of an Amendment to the Agreement with Wyoming
Waste Systems. Council Member Jost moved to approve the first amendment to the Refuse
Services Contract with Wyoming Waste Systems amending yard waste collection to only run mid-
April through mid-November with one time in January for the collection of Christmas trees.
Council Member Williams seconded. Council Member Berg suggested having a workshop to
discuss this item because he has some concerns about it. Council Members Bushman and Killpack
voiced some concerns as well. Council Member Killpack moved to table this motion until after
they have a workshop to discuss their concerns. Council Member Shutran seconded, motion
carried; (C) Consideration of an Amendment to the Subdivision Improvement Agreement with Joe
Seneshale dba JS Construction. Council Member Killpack moved to approve the language
amendment for the Subdivision Improvement Agreement between the City of Green River and Joe
Seneshale dba JS Construction related to the timing of building permits issuance for lots within
the new subdivision, pending legal approval. Council Member Berg seconded, motion carried.
Consent Agenda: Council Member Shutran moved to approve the following items: (A) Horse
corral lease agreement with Glen Harsha for corral 25; (B) Approval of a two year stock contract
with 7C Buckers Rodeo, in the amount of $11,000 per year, the Governing Body hereby finding
that the commitment of 7C Buckers Rodeo to provide the services specified for the term of years
specified has been determined to constitute a significant benefit and advantage to the City and the
Public, in that such services are not readily or economically available to the City in the absence of
an extended term contract; (C) Approval of an agreement with Learnit Inc. for Microsoft 365
training, in the amount of $7,000, pending legal approval; (D) Issuance of a malt beverage permit
to the Seeskadee Chapter #533 Trout Unlimited for their annual International Fly Fishing Film
Tour Fundraiser on March 1, 2024, from 5 pm until 10:30 pm, at the Island Pavilion; (E) Approval
of Minutes from: December 5, 2023 Council; (F) Approval of Payment of Bills: Prepaid Invoices
$171,392.98, Outstanding Invoices $168,489.67, Payroll Expenditures $308,001.13 and
Preauthorized Payments $1,065,000.00. Council Member Berg seconded, motion carried.
Adjournment: Council Member Shutran moved to adjourn at 7:31 pm. Council Member Williams
seconded, motion carried.
