The following Council Members were present: George Jost, Robert Berg, Mike Shutran, Gary Killpack, Sherry Bushman and Ron Williams. The following were present representing the City: Acting City Administrator Chris Meats, Director of Public Works Mark Westenskow, Public Affairs and Grants Manager Ryan Rust, Director of Human Resources Cari Kragovich, Communications Administrator Steve Core, Police Chief Shaun Sturlaugson, Assistant Fire Chief Larry Erdmann, Assistant Fire Chief Bill Robinson, Director of Parks & Recreation Katie Duncombe and City Attorney Galen West. Workshop Agenda: Fiscal Year 2025 Budget Discussion. Council Agenda: Approval of the Agenda: Council Member Killpack moved to approve the agenda. Council Member Berg seconded, motion carried. Proclamations: (A) 307 First; (B) Women Veterans Appreciation Day. Presentations: Overland Stage Stampede Rodeo Committee Update. Board & Committee Appointments: Appointment of Janet Schultz to the City Tree Board. Council Member Berg moved to confirm the Mayor’s appointment of Janet Schultz to a three (3) year term beginning June 4, 2024, and expiring June 4, 2027. Council Member Bushman seconded, motion carried. Ordinances: Consideration on Second Reading a Language Amendment to the City of Green River Code of Ordinances adding Section 17.5 and Subsection 17.5-1 to Chapter 17 of Appendix B to Establish a Restricted Use Control Overlay District. Council Member Shutran moved to approve on second reading the proposed language amendment to the City of Green River Code of Ordinances adding Section 17.5 and Subsection 17.5-1 to Chapter 17 of Appendix B, to establish the specific boundary of a Restricted Use Control Area Overlay Zone and direct staff to place the overlay designation on the official zoning map. Council Member Killpack seconded, motion carried. Council Action Items: (A) Consideration of an Agreement with RingCentral, Inc. Council Member Shutran moved to approve the agreement with RingCentral, Inc to provide VOIP phone services and to authorize the Mayor to sign the addendums to the contract upon approval by legal counsel, the Governing Body hereby finding that the commitment of RingCentral, Inc to provide services specified for the term of years specified has been determined to constitute a significant benefit and advantage to the City and the public, in that such services are not readily or economically available to the City in the absence of an extended term contract. Council Member Jost seconded, motion carried; (B) Consideration to Award the Bid for a New Animal Control Transport Vehicle to Ken Garff of Cheyenne. Council Member Bushman moved to award the bid to Ken Garff of Cheyenne for one Animal Control Transport vehicle, in the amount of $102,040 and authorize the Fleet Supervisor to approve the purchase documents from Ken Garff of Cheyenne upon delivery of the vehicle. Council Member Killpack seconded, motion carried. Consent Agenda: Council Member Killpack moved to approve the following items: (A) Approval to request for Military Aerial Support and authorize the Mayor to sign Section VII of the DD Form 2535 Requesting Military Aerial Support at the 2024 Spaceport Days; (B) Approval to transfer Wyoming Horse Racing LLC dba Green River Horse Palace liquor license to cater alcoholic beverages at their Live Horse Racing Events on August 17th, 18th, 23rd, 24th, 25th, 30th, and 31st; September 1st, 6th, 7th, 8th, 13th, 14th, 15th, 21st, 22nd, 28th, and 29th, all Saturday’s and Sunday’s from 12:30 pm until 6 pm and Friday’s from 3:30 pm until 7:30 pm, at the Sweetwater County Events Complex, pending approval by the Rock Springs City Council; (C) Issuance of a catering permit to Lew’s Inc. dba Sands Buddha’s Liquor Catering to cater alcoholic beverages at the Sisecam 2024 Picnic on July 13, 2024, from 10 am until 6 pm, at Expedition Island; (D) Approval of Minutes from: May 21, 2024 Council; (E) Approval of Payment of Bills: Prepaid Invoices $80,845.04, Outstanding Invoices $2,678,142.07, Payroll Expenditures $313,151.32 and DocuSign Envelope ID: 1DC31DCA-166C-47CF-9E39-E1B37A46656C Preauthorized Payments $1,065,000.00.
