The following Council Members were present: Jessica Maser, Robert Berg, Mike Shutran, Gary Killpack, Sherry Bushman and Ron Williams. The following were present representing the City: Acting City Administrator Mark Westenskow, Public Affairs and Grants Manager Ryan Rust, Director of Human Resources Cari Kragovich, Communications Administrator Steve Core, Police Chief Shaun Sturlaugson, Assistant Fire Chief Larry Erdmann, Assistant Fire Chief Bill Robinson, and Director of Parks & Recreation Katie Duncombe. Workshop Agenda: Discussion on 2025 Flaming Gorge Days. Council Agenda: Approval of the Agenda: Council Member Shutran moved to approve the agenda. Council Member Berg seconded, motion carried. Public Hearings: Public Hearing Regarding the Retail Liquor License Transfer Application from Full Circle Realty, LLC dba Full Circle Realty, LLC to 307 Horse Racing LLC dba 307 Horse Racing. The Mayor opened the hearing at 7:02 pm. There were no comments or concerns presented. The Mayor closed the hearing at 7:03 pm. Board & Committee Appointments: (A) Appointment of Ashlee Swett to the Green River Arts Council. Council Member Bushman moved to confirm the Mayor’s appointment of Ashlee Swett to the Green River Arts Council for a two (2) year term beginning January 21, 2025, and expiring January 21, 2027. Council Member Killpack seconded, motion carried; (B) Appointment of Jessie Bartlett to the Green River Arts Council. Council Member Maser moved to confirm the Mayor’s appointment of Jessie Bartlett to the Green River Arts Council for a two (2) year term beginning January 21, 2025, and expiring January 21, 2027. Council Member Bushman seconded, motion carried; (C) Appointment of Ashlee Swett to the Green River Tree Board. Council Member Killpack moved to confirm the Mayor’s appointment of Ashlee Swett to the Green River Tree Board for a three (3) year term beginning January 21, 2025, and expiring January 21, 2028. Council Member Shutran seconded, motion carried; (D) Appointment of Daniel Kawleski to the Green River Tree Board. Council Member Shutran moved to confirm the Mayor’s appointment of Daniel Kawleski to the Green River Tree Board for a three (3) year term beginning January 21, 2025, and expiring January 21, 2028. Ordinances: (25-01) An Ordinance Amending the City of Green River Ordinances Chapter 7, Articles II through IX, Buildings and Building Regulations. Council Member Bushman moved to approve on third and final reading the amendments to Chapter 7 of the City of Green River Code of Ordinances as they relate to the adoption of the 2024 International Code Council building codes. Council Member Berg seconded, motion carried. Resolutions: (R25-02) Consideration of a Resolution Accepting Certain Modifications to the Approved Final Plat of Pipeline Estates. Council Member Killpack moved to approve the resolution accepting certain modifications to the previously approved Final Plat of Pipeline Estates. Council Member Maser abstained. Council Member Williams seconded, motion carried with Council Members Berg and Shutran voting against. Council Action Items: Consideration of a Consulting Contract Structure and Outline of Work with Adelska, LLC for 2025 Flaming Gorge Days. Council Member Killpack moved to approve the consulting contract structure and outline of work with Adelska, LLC for 2025 Flaming Gorge Days, pending legal approval. Council Member Shutran seconded, motion carried. Consent Agenda: Council Member Shutran moved to approve the following items: (A) Authorize the Submission of a Grant Application to the Sweetwater County Joint Travel & Tourism Board for Art on the Green, in the amount of $8,000; (B) Approval of the facility usage request with Sweetwater County School District #2 for the 2025 Summer Day Camp program; (C) Issuance of a catering permit to China Garden, Inc., dba China Garden to cater alcoholic beverages at the Duck’s Unlimited Banquet on February 22, 2025, from 3 pm until midnight, at the Island Pavilion; (D) Issuance of an open Docusign Envelope ID: 07A98DDF-DD58-4702-87F2-F0C4296ADA91 container permit to J L Pax, Inc., dba Green Gander Bar for the Green Gander Poker Run on June 28, 2025, from 9 am until 2 am, within the barricaded area on Railroad Avenue from North 1st East Street to North 3rd East Street including the grassy area by the UP Depot, and the parking lot/alley behind the Green Gander Bar. They are requesting that the City provides the barricades; (E) Issuance of an open container permit to J L Pax, Inc., dba Green Gander Bar for the Nick Sanchez Memorial Poker Run on August 23, 2025, from 9 am until 2 am, within the barricaded area on Railroad Avenue from North 1st East Street to North 3rd East Street including the grassy area by the UP Depot and the parking lot/alley behind the Green Gander Bar. They are requesting that the City provides the barricades; (F) Approval of the Utility Review Committee’s recommendation of crediting utility account 2535-002, in the amount of $190.50; (G) Approval of the MOU with entities of Sweetwater County, Lincoln County and Uinta County and ratify the City Administrator’s signature of the agreement; (H) Approval of a Business Associate Agreement with Willis Towers Watson Insurance Service West, Inc.; (I) Approval of Minutes from: January 7, 2025 Council; (J) Approval of Payment of Bills: Prepaid Invoices $198,403.84, Outstanding Invoices $2,980,346.56, Payroll Expenditures $376,054.84 and Preauthorized Payments $1,065,000.00. Council Member Berg seconded, motion carried. Adjournment: Council Member Shutran moved to adjourn at 7:16 pm. To request paper copies from City of Green River To request delivery from us of paper copies of the notices and disclosures previously provided by us to you electronically, you must send us an email to tsmith@cityofgreenriver.org and in the body of such request you must state your email address, full name, mailing address, and telephone number. We will bill you for any fees at that time, if any. To withdraw your consent with City of Green River To inform us that you no longer wish to receive future notices and disclosures in electronic format you may: i. decline to sign a document from within your signing session, and on the subsequent page, select the check-box indicating you wish to withdraw your consent, or you may; ii. send us an email to tsmith@cityofgreenriver.org and in the body of such request you must state your email, full name, mailing address, and telephone number. We do not need any other information from you to withdraw consent.. The consequences of your withdrawing consent for online documents will be that transactions may take a longer time to process.. Required hardware and software The minimum system requirements for using the DocuSign system may change over time. Acknowledging your access and consent to receive and sign documents electronically To confirm to us that you can access this information electronically, which will be similar to other electronic notices and disclosures that we will provide to you, please confirm that you have read this ERSD, and (i) that you are able to print on paper or electronically save this ERSD for your future reference and access; or (ii) that you are able to email this ERSD to an email address where you will be able to print on paper or save it for your future reference and access.
