ARROYO SECO GROUNDWATER SUSTAINABILITY AGENCY REGULAR MEETING FEBRUARY 23, 2021 @ 4:00 P.M. Attendance and Public Comment Changes Due to COVID-19 The Arroyo Seco Groundwater Sustainability Agency (“ASGSA”) will be conducting its regular meeting on February 23, 2021. Given the current Shelter-in-Place Order covering Monterey County and the Social Distance Guidelines issued by Federal, State, and Local Authorities, the ASGSA has implemented the following changes for attendance and public comment. Unfortunately, physical attendance by the public cannot be accommodated given the current circumstances and the need to ensure the health and safety of the ASGSA Board, staff, and the public as a whole. PUBLIC COMMENTS All public comments, including general public comments, comments on a particular item on the agenda, or comments during a public hearing, must be made by e-mail. Please be aware that any public comments made, including your name, may become public information. Additional instructions for making public comments can be found below. Public comments made by e-mail must be submitted to the following e-mail address: cityclerk@ci.greenfield.ca.us. In the subject line of the e-mail, please state your name and the item you are commenting on. If you wish to submit a public comment on more than one agenda item, please send a separate e-email for each item you are commenting on. Please be aware that any public comments received that do not specify a particular agenda item will be read aloud during the general public comment portion of the agenda. For all general public comments and comments regarding specific ASGSA business items, public comments must be received by e-mail no later than 4:00 p.m. on February 23, 2021 For public comment on a public hearing, all public comments must be received by the close of the public hearing period. Comments received by the applicable deadline for submitting e-mail comments will be read aloud by a staff member during the agenda item or public hearing, provided that such comments may be read within the normal three (3) minutes allotted to each speaker. Any portion of a comment extending past three (3) minutes may not be read aloud due to time restrictions. If a comment is received after the applicable deadline for e-mail comments, efforts will be made to read your comment into the record. However, staff cannot guarantee that written comments received after the applicable deadline will be read. All written comments that are not read into the record will be made part of the meeting minutes, provided that such comments are received prior to the end of the ASGSA meeting. ROLL CALL Present: Chair Thorp, Vice Chair Griva, Board Member Wood Absent: Board Members Rodriguez and Martinez Staff: Interagency Attorney Lerner, General Manager Weeks, City Clerk Rathbun PUBLIC COMMENTS FROM THE AUDIENCE REGARDING ITEMS NOT ON THE AGENDA No comments were received. APPROVAL OF CONSENT AGENDA A MOTION by Vice Chair Griva, seconded by Board Member Wood to approve the Minutes of the October 27, 2020 Meeting of the Arroyo Seco Groundwater Sustainability. ROLL CALL VOTE: AYES: Board Member Wood, Vice Chair Griva and Chair Thorp. ABSENT: Board Members Rodriguez and Martinez. Motion carried. AGENCY BUSINESS CONSIDERATION OF SUBCONTRACT AGREEMENT WITH SALINAS VALLEY BASIN GSA FOR DEPARTMENT OF WATER RESOURCES GRANT FUNDING AND DIRECT STAFF TO ACQUIRE GRANT FUNDING Staff report was given by General Manager Weeks. Chair Thorp asked if counsel had reviewed the agreement. General Manager Weeks stated that both Mary Lerner and Pam Silkwood had reviewed the agreement. Interagency Attorney Lerner stated that there was very limited room to change the agreement and she stated that she approved the agreement as to form. There was discussion regarding how and what the grant funding could be used for. A MOTION by Board Member Wood, seconded by Vice Chair Griva to approve the Subcontract Agreement with Salinas Valley Basin GSA for Department of Water Resources Grant Funding and Direct Staff to Acquire Grant Funding. ROLL CALL VOTE: AYES: Board Member Wood, Vice Chair Griva and Chair Thorp. ABSENT: Board Members Rodriguez and Martinez. Motion carried. December 22, 2020 GSA Minutes Page 2 ADJOURNMENT Meeting adjourned at 4:21 p.m. __________________________ Chair of the Board ___________________________ City Clerk of the City of Greenfield City of Greenfield Arroyo Seco Groundwater Sustainability Agency MEMORANDUM: February 19, 2021 AGENDA DATE: February 23, 2021 TO: Board Members FROM: Curtis Week, General Manager TITLE: RECEIVE UPDATE ON THE ASGSA/SVBGSA IMPLEMENTATION AGREEMENT PROGRESS The ASGSA Board of Directors approved the Key Elements Framework proposed as the Management Framework between the Arroyo Seco GSA and the Salinas Valley Basin GSA in October/November of 2020. Since that action, the ASGSA and the SVBGSA have been working towards the implementation agreement discussed in the Key Elements Framework. This report provides the Board an update of the progress to date. DISCUSSION: The ASGSA/SVBGSA MOU executed in July and the Key Elements Framework approved by both boards in the fall of 2020 outlines a commitment to a process to resolve the overlap in the Forebay Subbasin of the Salinas Valley Groundwater Basin and address the desired framework for providing the ASGSA local autonomy over the Arroyo Seco Cone Management Area (ASCMA) while recognizing the regulatory authority of the SVBGSA. Currently, the staff of both organizations and the Coordination Subcommittee (Subcommittee) are working diligently to complete an Implementation Agreement that is consistent with the Key Framework. The Subcommittee has proposed a draft area for the ASCMA which is attached to this report. In addition, both organizations are working towards completing the Implementation Agreement as soon as practical.
