The Arroyo Seco Groundwater Sustainability Agency will be meeting on September 26, 2023 at 4:00 p.m. in the City Council Chambers located at 599 El Camino Real, Greenfield, California 93927, and will be open to the public. This agenda is duly posted outside City Hall and on the City of Greenfield web site CITY OF GREENFIELD ARROYO SECO GROUNDWATER SUSTAINABILITY AGENCY MINUTES AGENCY MEETING OF AUGUST 22, 2023 ROLL CALL Present: Chair Thorp, Vice Chair Griva, Board Members Wood and White Absent: Board Member Rodriguez Staff: Interagency Attorney Thompson, General Manager Weeks, IT Director Espinosa, City Clerk Rathbun PLEDGE OF ALLEGIANCE All recited the Pledge of Allegiance. APPROVAL OF CONSENT AGENDA A MOTION by Vice Chair Griva, seconded by Board Member White to approve Minutes of the June 27, 2023 Arroyo Seco Groundwater Sustainability Agency Meeting. All in favor. Motion carried. AGENCY BUSINESS CONSIDERATION OF ADOPTION OF THE ARROYO SECO WATERSHED PROTECTION POLICY Staff report was given by General Manager Weeks. A MOTION by Board Member White, seconded by Vice Chair Griva to adopt the Arroyo Seco Watershed Protection Policy. All in favor. Motion carried. RECEIVE ARROYO SECO GROUNDWATER SUSTAINABILITY AGENCY GENERAL MANAGER’S STATUS REPORT General Manager Weeks stated that they needed to address some of the corrective actions such as groundwater dependent eco systems and stated that the Salinas Valley Basin GSA was addressing these as well. He explained that there were grant money set aside for addressing this issue and what needed to be done to address this corrective action. He also stated that last week they were supposed to have a Salinas Valley Basin Advisory Committee meeting but there was an issue with the noticing; however, they did receive the presentations that were scheduled to be presented. He stated that the presentations were regarding seawater intrusion and gave a brief summary of the presentation. He stated that the Monterey County Water Resources Agency Habitat Conservation Plan (HCP) was aimed at addressing take provisions in the operations of their reservoirs and explained the Army Corp of Engineers Section 404 August 22, 2023 GSA Minutes Page 2 Clean Water Act Permit. He stated that the County had been holding stakeholders’ meetings. He stated that the key elements at the last meeting was to go after the HCP and focus on the reservoir operations, the Salinas River Diversion Facility and the Salinas Lagoon and its operation to reach the lagoon during high flowing events when the area would flood. He stated the River Maintenance Program would stay under the 404 Project and be administered by the Resource Conservation District not the Water Resources Agency. He stated that the key element was that the River Maintenance Program was in all the subbasins and it was not well defined and he believed that there would be some difficult issues that the Agency would have to deal with in the future. He also stated that there would be a coordination meeting in September and the process of the correction actions would be discussed. Vice Chair Griva suggested that there be a small community meeting prior to the meeting in September. General Manager Weeks also stated that the annual reports and the fees would need to be discussed. .
