The Arroyo Seco Groundwater Sustainability Agency will be meeting on March 26,
2024 at 4:00 p.m. in the City Council Chambers located at 599 El Camino Real,

AGENCY MEETING OF FEBRUARY 27, 2024

APPROVAL OF CONSENT AGENDA
A MOTION by Board Member White, seconded by Board Member Wood to approve Minutes of
the January 23, 2024 Arroyo Seco Groundwater Sustainability Agency Meeting. All in favor.
Motion carried.
AGENCY BUSINESS
RECEIVE ARROYO SECO GROUNDWATER SUSTAINABILITY AGENCY GENERAL
MANAGER’S STATUS REPORT
General Manager Weeks gave an update regarding the advisory committee for the Salinas
Valley GSA last week. He stated that there were two presentations. He stated that the first one
was from the Monterey Peninsula Water Management District regarding Aquifer Storage and
Recovery on the Monterey Peninsula. He stated that the second presentation was the Seawater
Extraction Barrier Modeling Update by Montgomery & Associates. He also stated that they
discussed the demand management workshops and the fee study updates. He updated the
Board regarding the Annual Report and stated that the recommended insertions were inserted
in the narrative with one exception regarding the inclusion of Castroville Seawater Intrusion
Project (CSIP) in the forebay’s annual report.
Vice Chair Griva stated that the projects costs were costly; however, the operation and
maintenance also needed to be included.
Board Member Rodriguez asked about the cost of the projects and would the cost be distributed
throughout the valley. General Manager Weeks stated that SIGMA had projects that fell under
Prop 218. These projects would have to define what properties would benefit from the projects
and those property owners would have to vote and pay for it.

Thomas Virsik asked that everyone keep in mind that the demand management went by other
names such as allocation. He stated that in his view the original GSP for 180400, which was the
pressure, which was filed in 2020 was based on a sliding scale of fees for pumping over a
specific allocated amount. DWR approved the GSP and in the approval there was actually some
language that, in his view, was favorable toward that approach. He stated that he believed that
demand management would be implemented in at least some of the unsustainable basins at
least until the project come online. General Manager Weeks stated that he agreed with Mr.
Virsik.
General Manager Weeks stated that today they had their meeting on groundwater dependent
ecosystems. He stated that they would be having another meeting and then it would be going to
the Advisory Committee in April or June.
