CITY COUNCIL MEETING
March 25, 2019
The Greenville City Council convened in the Council Chamber at City Hall on Monday,
March 25, 2019, at 5:30 p.m. for a regular meeting. Mayor Dexter McLendon called the
meeting to order. City Clerk-Treasurer Dee H. Blackmon called the roll and recorded
the following members present: Mayor McLendon, Councilmembers Bryan Reynolds,
Ed Sims, Tommy Ryan, Jimmy Lawson and Boris Thigpen. Mayor McLendon led those
attending in the Pledge of Allegiance to the American Flag. Councilmember Ryan
delivered the invocation.
APPROVAL OF MINUTES:
Mayor McLendon advised each councilmember had received for review a copy of the
proposed minutes for the Regular Council Meeting held on March 11, 2019. He asked if
there were any additions, deletions or amendments to the minutes as presented.
Councilmember Thigpen moved to dispense with the reading of the minutes and
approve the minutes for March 11, 2019 as drafted . Councilmember Lawson
seconded the motion. Mayor McLendon announced the motion carried with a
unanimous vote of the Council.
NEW BUSINESS:
RESOLUTION 2019-03. A RESOLUTION ACKNOWLEDGING THE AIRPORT
MANAGER ’S RETIREMENT.
Mayor McLendon announced, he received a letter of resignation from Mr. Travis Capps,
Sr., Manager of the Mac Crenshaw Memorial Airport. He stated Mr. Capps began his
journey as Airport Manager on December 1, 1997 and will retire on March 31, 2019.
Councilmember Ryan made a motion to accept Mr. Capps’ letter of resignation
effective March 31, 2019. Councilmember Sims seconded the motion. Mayor
McLendon announced the motion carried with a unanimous vote of the Council.
APPROVAL OF EXPENDITURES:
Councilmember Lawson made a motion to approve the following expenditures:
JERRY PATE TURF & IRRIGATION - $11,901.13 (BUDGETED ITEM TO BE PAID
FROM CAPITAL IMPROVEMENT FUND)
TORO TOPDRESSER 2500 FOR PARKS & RECREATION DEPT.
MIDSOUTH PAVING - $1,233.60
COLD MIX FOR PATCHING AND STOCK (STREET DEPT.)
A.D. STARR - $2,200.00 (BUDGETED ITEM TO BE PAID FROM CAPITAL
IMPROVEMENT FUND)
PORTABLE MOUND FOR PARKS & RECREATION DEPT.
A.D. STARR - $1,230.52 (BUDGETED ITEM)
MINOR LEAGUE REPLICA HATS FOR T-BALL
A.D. START - $3,625.06 (BUDGETED ITEM)
BALLS, BATS AND REPLACEMENT EQUIPMENT
COCA COLA - $2,381.80 (BUDGETED ITEM)
BEELAND & SOFTBALL COMPLEX CONCESSIONS
MIDDLETON OIL - $1,218.00 (BUDGETED ITEM)
500 GALLONS DIESEL FOR LANDFILL
Councilmember Reynolds seconded the motion. Mayor McLendon announced the
motion carried with unanimous vote of the Council.
ANNOUNCEMENTS AND ADJOURNMENT:
Mayor McLendon announced the next regular council meeting will be held Monday, April
8, 2019. With no further business or announcements, Mayor McLendon adjourned the
meeting at 5:34 p.m.
