CITY COUNCIL MEETING July 13, 2020 The Greenville City Council convened in the Council Chamber at City Hall on Monday, July 13, 2020, at 5:30 p.m. for a regular meeting. Mayor Dexter McLendon called the meeting to order. City Clerk-Treasurer Dee H. Blackmon called the roll and recorded the following members present: Mayor McLendon, Councilmembers Bryan Reynolds, Ed Sims, Tommy Ryan, Jimmy Lawson and Boris Thigpen. Mayor McLendon led those attending in the Pledge of Allegiance to the American Flag. Councilmember Ryan delivered the invocation. APPROVAL OF MINUTES: Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes for the Regular Council Meeting held on June 22, 2020. He asked if there were any additions, deletions or amendments to the minutes as presented. Councilmember Lawson moved to dispense with the reading of the minutes and approve the minutes for June 22, 2020, as drafted . Councilmember Reynolds seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. NEW BUSINESS: RESOLUTION 2020-21. A RESOLUTION AUTHORIZING A TAX ABATEMENT FOR HWASHIN AMERICA CORPORATION . Mayor McLendon presented a tax abatement request for a $11,680,000 million dollar equipment package for the new Tuscon and the Santa Cruz small pickup model launch. This investment will create 80 jobs. Beginning in 2021 both vehicles will be manufactured only in Alabama. This tax abatement only abates city taxes; the Butler County School System will still receive around $180,000.00 over the 10-year period. Mayor McLendon called for the pleasure of the Council. Councilmember Sims moved to adopt Resolution 2020-21 granting an abatement of non- educational ad valorem taxes and sales tax related to the purchase of industrial equipment for a $11.6 million project to Hwashin America Corporation. Councilmember Ryan seconded the motion. Mayor McLendon announced the motion passed with unanimous vote of the Council. RESOLUTION 2020-2 2. A RESOLUTION AUTHORIZING CITY OF GREENVILLE AND GREENVILLE FIRE DEPARTMENT ’S PARTICIPATION AS A RECIPIENT OF EQUIPMENT THROUGH BUTLER COUNTY EMA HOMELAND SECURITY GRANT . Councilmember Thigpen moved to adopt Resolution 2020-22 authorizing the City of Greenville ’s participation as a recipient of funds for equipment through the Butler County EMA Homeland Security Grant. Councilmember Lawson seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council RESOLUTION 2020-2 3. A RESOLUTION AUTHORIZING THE FIRE DEPARTMENT TO MAKE APPLICATION FOR A GRANT THROUGH THE MID-SOUTH RESOURCE CONSERVIATION AND DEVELOPMENT COUNCIL. Councilmember Ryan moved to adopt Resolution 2020-2 3 authorizing the Fire Department to apply for the Mid-South RC & D Grant. Councilmember Thigpen seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council APPROVAL OF EXPENDITURES: Councilmember Sims made a motion to approve the following expenditures: CTH RENTALS LLC - $5,045.00 (BUDGETED ITEM TO BE PAID FROM CAPITAL IMPROVEMENT FUND) 12 X 24 STORAGE BUIDLING FOR SHERLING LAKE LODGE COVERT TRACK GROUP, INC. - $1,995.00 (TO BE REIMBURSED BY DRUG TASK FORCE GRANT) CELL PHONE WITH SURVEILLANCE CAMERA FOR POLICE DEPARTMENT ROBBIE’S DOZER & CONSTRUCTION SERVICES, LLC - $15,526.00 (TO BE PAID FROM GAS TAX FUND) ASPHALT PAVING KOLB CITY ROAD MIDSOUTH PAVING - $19,695.00 (TO BE PAID FROM GAS TAX FUND) 303 TONS OF ASPHALT TO REPAVE KOLB CITY ROAD LONG LEWIS FORD- $1,169.84 REPAIRS TO SANITATION 1995 FORD F800 GARBAGE TRUCK #41 MIDSOUTH PAVING - $1,191.60 (BUDGETED ITEM) 9.93 TONS OF COLD MIX FOR PATCHING & STOCK FOR STREET DEPARMTENT RAM ENTERPRISES - $113,900.00 (TO BE PAID FROM ALABAMA TRUST FUND) DUNBAR GYM 7900 SQ FT OF MONDO ADVANCE 6MM FLOORING, INSTALLED, PAINT LINES, LABOR & EQUIPMENT OTTO ENVIRONMENTAL - $5,393.68 (TO BE PAID FROM CAPITAL IMPROVEMENT FUND) 100 – 95 GALLON GARBAGE CONTAINERS GREENVILLE TIRE - $1,144.84 FOUR FALKEN WILDPEAK TIRES FOR TRUCK #80 IN STREET DEPT. Councilmember Lawson seconded the motion. Mayor McLendon announced the motion passed with unanimous vote of the Council. WEED AND DEBRIS VIOLATIONS: A. YELDELL PRESTON C/O KENNETH MARSHALL VACANT LOT E WORLD ST 10 08 06 23 4 003 017.000 Councilmember Reynolds moved to proceed to the next step of compliance for weed and debris violations pursuant to the City’s Code of Ordinances, and thereby authorize properties to be cleared at the owners ’ expense and the City Clerk to bill property owner for services . Councilmember Ryan seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. ANNOUNCEMENTS AND ADJOURNMENT: Mayor McLendon announced the next regular council meeting will be held Monday, July 27, 2020.
