CITY COUNCIL MEETING
October 23, 2023
The Greenville City Council convened in the Council Chamber of City Hall on Monday, October 23, 2023,
at 5:30 p.m. for a regular council meeting. Mayor Dexter McLendon called the meeting to order. City Clerk
– Treasurer Dee Blackmon called the roll and recorded the following members present: Mayor McLendon,
Councilmembers Bryan Reynolds, Joseph West, Jae’Ques Brown, and Boris Thigpen. Councilmembers
Ed Sims was absent. Mayor McLendon led those attending in the Pledge of Allegiance to the American
Flag. Eddie Cook delivered the invocation.
APPROVAL OF MINUTES:
Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes
for the Regular Council Meeting held on October 9, 2023. He asked if there were any additions, deletions
or amendments to the minutes as presented.
Councilmember West moved to dispense with the reading of the minutes and approve the minutes for
October 9, 2023, as drafted . Councilmember Thigpen seconded the motion. Mayor McLendon
announced the motion carried with a unanimous vote of the Council.
PROCLAMATIONS and PRESENTATIONS :
NEW BUSINESS:
RESOLUTION 2023-56. A RESOLUTION APPROVING QUARTERLY REPORTS FOR QUARTER
ENDING SEPTEMBER 30, 2023.
Councilmember Reynolds moved to adopt Resolution 2023-56 approving the quarterly reports for
quarter ended September 30, 2023. Councilmember Brown seconded the motion. Mayor McLendon
announced the motion carried with a unanimous vote of the council.
APPROVAL OF EXPENDITURES:
Mayor McLendon explained the following expenditures and asked if anyone had questions or comments.
Councilmember Thigpen asked what is the D&T Emergency Lighting? Mayor McLendon stated to outfit a
new police vehicle, because they don’t come already installed. Hearing none, Councilmember Brown
made a motion to approve the following expenditures:
D & T EMERGENCY LIGHTING - $7,488.00(BUDGETED ITEM)
EMERGENCY LIGHTING FOR POLICE DEPT. UNIT 500
AUDIO PLUS SOLUTIONS - $30,450.00 (BUDGETED ITEM)
CAMERA SYSTEM HARDWARE AND INSTALLATION AT PARKS & REC BUILDING 3 (OLD YMCA)
Councilmember West seconded the motion. Mayor McLendon announced the motion passed with
unanimous vote of the Council.

ANNOUNCEMENTS AND ADJOURNMENT:
Mayor McLendon announced the next council meeting is scheduled for Monday, November 13, 2023, but
the city will observe the Veteran’s Day holiday that day. The Mayor stated he would like to reschedule the
next council meeting to be held Tuesday, November 14, 2023, if everyone would be available.
Councilmember West moved to change the next council meeting date from November 13 th until
November 14, 2023. Councilmember Brown seconded the motion. Mayor McLendon announced the
motion carried with a unanimous vote of the council.
With no further business or announcements, Mayor McLendon adjourned the meeting at 5:36 p.m.
