CITY COUNCIL MEETING APRIL 28, 2025 The Greenville City Council convened in the Council Chamber of City Hall on Monday, April 28, 2025, at 5:30 p.m. for a regular council meeting. Mayor Dexter McLendon called the meeting to order. City Clerk – Treasurer Dee Blackmon called the roll and recorded the following members present: Mayor McLendon, Councilmembers Ed Sims, Joseph West, and Boris Thigpen. Councilmember Jae’Ques Brown was absent. Mayor McLendon led those attending in the Pledge of Allegiance to the American Flag. Eddie Cook delivered the invocation. APPROVAL OF MINUTES: Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes for the Regular Council Meeting held on April 14, 2025. He asked if there were any additions, deletions or amendments to the minutes as presented. Councilmember West moved to dispense with the reading of the minutes and approve the minutes for April 14, 2025, as drafted . Councilmember Sims seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. PROCLAMATIONS and PRESENTATIONS : RECOGNITION OF PARKS & RECREATION BASKETBALL TEAM STATE CHAMPS Director Jerome Harris III expressed deep gratitude to the City Council and parents for their unwavering support throughout the season. He emphasized that their encouragement and dedication were key to the team's success, highlighting the strength of unity and community spirit. As a token of appreciation, each team member was awarded a ring for their participation and for representing the city and state with pride. He concluded by encouraging everyone to return next year and continue building on this year's achievements. NEW BUSINESS: RESOLUTION 2025-17. TO AUTHORIZE RENEWAL PREMIUM PAYMENT FOR MUNICIPAL INSURANCE COVERAGE FOR CITY OF GREENVILLE FOR PERIOD APRIL 20, 2025 - APRIL 19, 2026. Councilmember Reynolds moved to adopt Resolution 2025-17 authorizing payment for the City’s municipal insurance package through the Alabama Municipal Insurance Corporation for the City of Greenville ’s property and liability, and the Mac Crenshaw Memorial Airport, for the period April 20, 2025-April 19, 2026 is hereby approved for a total of $311,744.00. Councilmember Thigpen seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. RESOLUTION 2025-18. A RESOLUTION AUTHORIZING RENEWAL LEASE OF LICENSE PLATE RECOGNITION CAMERA ’S (LPR) THROUGH ALABAMA POWER COMPANY. Councilmember Thigpen moved to approve Resolution 2025-18 authorizing the renewal of a 24-month lease agreement with Alabama Power Company for three (3) Flock Safety MP License Plate Recognition camera in the amount of $207.84 per camera for a monthly total of $812.12. Councilmember Sims seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. RESOLUTION 2025-19. A RESOLUTION APPROVING A CONTRACT WITH GOODWYN, MILLS AND CAWOOD, INC. FOR PROFESSIONAL ENGINEERING SERVICES TO BE RENDERED FOR THE 2025 AIRPORT IMPROVEMENT PROJECT [AIP PROJECT # 3-01- 0036-021-2025] FOR TAXILANE AND HANGAR PROJECT FOR MAC CRENSHAW MEMORIAL AIRPORT. Councilmember West moved to adopt Resolution 2025-19 authorizing the city to enter into an agreement with Goodwyn, Mills & Cawood for professional engineering services regarding the Mac Crenshaw Memorial Airport Improvement project for Taxilane and Hangar project in the amount of $160,615.00, $152,584 FAA portion (95%), $4,015.00 ALDOT portion (2.5%) and $4,016.00 city portion (2.5%). Councilmember Reynolds seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. APPROVAL OF EXPENDITURES: Mayor McLendon explained the following expenditure. Mayor McLendon asked if anyone had questions or comments. Hearing none, Councilmember Reynolds made a motion to approve the following expenditures: BLUE PLAINS TECHNOLOGY - $7,335.64 TWO (2) FORTIGATE 70 F FIREWALLS FOR CITY HALL AND POLICE DEPARTMENT SERVERS FOR CYBERSECURITY Councilmember Sims seconded the motion. Mayor McLendon announced the motion passed with unanimous vote of the Council. BOARD APPOINTMENTS ANNOUNCEMENTS AND ADJOURNMENT: Mayor McLendon announced the next council meeting is scheduled for Monday, May 12, 2025.
