CITY COUNCIL MEETING
MAY 19, 2025
PUBLIC HEARING – 5:25 P.M.: TO RECEIVE PUBLIC COMMENT REGARDING DEMOLITION
OF CERTAIN PROPERTIES DEEMED UNSAFE WITH SAID COSTS FOR DEMOLITION TO BE
PAID BY FEDERAL COMMUNITY DEVELOPMENT BLOCK GRANT, A DILAPIDATED HOUSING
DEMOLITION AND CLEARANCE PROJECT ADMINISTERED THROUGH ADECA.
The Greenville City Council convened in the Council Chamber of City Hall on Monday, May 19, 2025, at
5:25 p.m. for a Public Hearing. Mayor Dexter McLendon called the Public Hearing to order. City Clerk-
Treasurer Dee H. Blackmon called the roll and recorded the following members present: Councilmembers
Bryan Reynolds, Ed Sims, Joseph West and Jae’Ques Brown. Mayor McLendon and Councilmember Boris
Thigpen were absent. The sign-in sheet showed attendance of twenty-four citizens including city officials
and department heads.
Mayor Pro-tem Sims advised the purpose of the public hearing was to receive public input regarding
application for a Demolition and Clearance Grant through a CDBG Large City Competitive Fund Grant
through ADECA which would provide for the demolition of unsafe structures throughout the city. Mayor
pro-tem Sims introduced Ashton Hutchinson with South Central Alabama Development Commission.
She gave an overview of the CDBG program and advised approximately 35 structures have been identified
as dilapidated, unsafe and possible threats to neighborhood safety and health. Demolition of these
structures would clean up the City. Ms. Hutchinson advised the local match would be $50,000.00 if the
City should be awarded. Mayor Pro-tem Sims called for public comment.
A number of questions were asked regarding the selection process, whether commercial structures were
included and what areas of the city would be included. Ms. Hutchison answered that all structures were
included and that the whole city was included. The selection process will depend on title searches, owner
cooperation and the amount of money received. The city does not have to own the property in order to
demolish structures, therefore the property owner would retain ownership and have a cleared lot.
No comments were voiced against the project. With no further comments for or against, the Public
Hearing was adjourned at 5:37 p.m.

5:37 p.m. for a regular council meeting. Mayor Pro-tem Ed Sims called the meeting to order. City Clerk
– Treasurer Dee Blackmon called the roll and recorded the following members present: Councilmembers
Bryan Reynolds, Ed Sims, Joseph West and Jae’Ques Brown. Mayor Dexter McLendon and Councilman
Boris Thigpen were absent. Mayor Pro-tem Sims led those attending in the Pledge of Allegiance to the
American Flag. Councilmember Jae’Ques Brown delivered the invocation.
APPROVAL OF MINUTES:
Mayor Pro-tem Sims advised each councilmember had received for review a copy of the proposed minutes
for the Regular Council Meeting held on May 12, 2025. He asked if there were any additions, deletions
or amendments to the minutes as presented.
Councilmember West moved to dispense with the reading of the minutes and approve the
minutes for May 12, 2025, as drafted. Councilmember Reynolds seconded the motion. Mayor Pro-
tem Sims announced the motion carried with a unanimous vote of the Council.
APPROVAL OF EXPENDITURES:
Mayor Pro-tem Sims explained the following expenditure. He asked if anyone had questions or comments.
Hearing none, Councilmember Brown made a motion to approve the following expenditure:
GREENVILLE EQUIPMENT CENTER - $13,359.00 - BUDGETED ITEM
EX MARK LAWN MOWER FOR HORTICULTURE
Councilmember Reynolds seconded the motion. Mayor Pro-tem Sims announced the motion passed
with unanimous vote of the Council.
With no further business or announcements, Mayor Pro-tem Sims adjourned the meeting at 5:40 p.m.
