CITY COUNCIL MEETING JUNE 23, 2025 The Greenville City Council convened in the Council Chamber of City Hall on Monday, June 23, 2025, at 5:30 p.m. for a regular council meeting. Mayor Dexter McLendon called the meeting to order. City Clerk – Treasurer Dee Blackmon called the roll and recorded the following members present: Mayor McLendon, Councilmembers Bryan Reynolds, Joseph West, and Boris Thigpen. Councilmember Ed Sims and Jae’Ques Brown was absent. Mayor McLendon led those attending in the Pledge of Allegiance to the American Flag. Eddie Cook delivered the invocation. APPROVAL OF MINUTES: Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes for the Regular Council Meeting held on June 9, 2025. He asked if there were any additions, deletions or amendments to the minutes as presented. Councilmember West moved to dispense with the reading of the minutes and approve the minutes for June 9, 2025, as drafted . Councilmember Thigpen seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. PROCLAMATIONS and PRESENTATIONS : NEW BUSINESS: ORDINANCE 2025-08. AN ORDINANCE AUTHORIZING THE DECLARATION OF CERTAIN REAL PROPERTY OWNED BY THE CITY AS SURPLUS AND THE CONVEYANCE OF SAME. (MILNER STREET) Councilmember Thigpen moved that all rules governing the Council which might, unless suspended, prevent the passag e and adoption of Ordinance 2025-08 at this meeting, be suspended for the purpose of permitting the said ordinance be finally passed and adopted at this meeting. Councilmember West seconded the motion. Mayor McLendon called for a roll call vote to suspend the rules: Mayor McLendon Aye Councilmember Reynolds Aye Councilmember West Aye Councilmember Thigpen Aye Mayor McLendon declared the motion to suspend the rules passed . Mayor McLendon introduced Mr. Willie Smith, a resident of Atlanta, Georgia, who contacted the City approximately a year and half ago regarding his interest in converting the property at 625 Milner Street into apartments similar to the project completed by Mr. Rolonda Guzman across the street. Mayor McLendon then for the pleasure of the Council and asked if any members had questions or comments. Hearing none, Councilmember Reynolds moved to place Ordinance 2025-08 into final passage. Councilmember West seconded the motion. Mayor McLendon called for a roll call vote, which was recorded as follows: Mayor McLendon Aye Councilmember Reynolds Aye Councilmember West Aye Councilmember Thigpen Aye Mayor McLendon declared the motion passed . RESOLUTION 2025-20. A RESOLUTION APPOINTING THE CITY CLERK AS ELECTIONS MANAGER AND ABSENTEE BALLOT MANAGER FOR 2025 MUNICIPAL ELECTIONS. Mayor McLendon asked City Clerk-Treasurer Blackmon to provide an explanation, noting that since he is running for Mayor, the council must appoint an Election Manager. Mrs. Blackmon stated that she would serve in that role and manage both the election process and absentee ballots. Councilmember Reynolds moved to adopt Resolution 2025-20, appointing the City Clerk as Elections Manager and Absentee Election Manager for the 2025 General Municipal Election and any Run-off Election. The Absentee Election Manager shall be compensated at the rate of Fifty Dollars ($50.00) per day for each day official duties are performed in connection with absentee election responsibilities. Councilmember Thigpen seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. RESOLUTION 2025-21. A RESOLUTION AUTHORIZING AN AMENDMENT TO THE FISCAL YEAR 2024-2025 BUDGET AS ADOPTED ON SEPTEMBER 23, 2024. Mayor McLendon explained that this is an amendment to the fiscal year budget, which Councilmembers receive in their monthly reports. Councilmember West moved to adopt Resolution 2025-21, authorizing an amendment to the Fiscal Year 2024-2025 budget as originally adopted on September 23, 2024. The amendment, outlined in the attached Exhibit A, reflects adjustments made from October 1, 2024, through June 15, 2025. These changes involve reallocating funds from other revenue and expense accounts to balance various budgetary line items. Councilmember Thigpen seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. APPROVAL OF EXPENDITURES: Mayor McLendon explained the following expenditure. Mayor McLendon asked if anyone had questions or comments. Hearing none, Councilmember Reynolds made a motion to approve the following expenditures: MONTGOMERY PARTS SUPPLY - $8,964.49 $5,716.60 HEAT PUMP UNIT FOR AIRPORT AND $3,247.89 FAN ASSEMBLY FOR DUNBAR GYM Councilmember Thigpen seconded the motion. Mayor McLendon announced the motion passed with unanimous vote of the Council. BOARD APPOINTMENTS OTHER BUSINESS: ANNOUNCEMENTS AND ADJOURNMENT: Mayor McLendon announced the next council meeting is scheduled for Monday, July 14, 2025.
