Minutes of the Meeting held July 12, 2018 at 7:00PM

1. Call to Order Paul Miller, Commission Chairman
2. Pledge of Allegiance: Flag Salute

4. Public Comments:
None
5. Minutes:
A motion was made by Paul Hamill to approve the minutes of the June 28
meeting with a second by Casey Shilling. The motion carried 7-0.
6. Old Business:
A motion was made by Steve Williams and a second by Casey Shilling to
approve the following meeting schedule:
a. 7-26-18 Theme: Act47 and its impact on the Borough (Dr. Hirt)
b. 8-9-18 Hearing from former Borough officials, elected and appointed
c. 8-23-18 Input from Home rule communities
d. 9-13-18 TBA
e. 9-27-18 TBA
f. 10-11-18 TBA
g. 10-25-18 TBA
h. Three neighborhood meetings for public input from November1 –
December 13 sites and times TBA
Discussion included:
The question of the feasibility of having meetings videotaped and possibly
available online. Jasson will discuss it with Ben and Casey will research
setting up a YouTube channel.
Jasson is organizing the contributors to the 8-23-18 meeting. Paul Miller
suggested asking them to discuss ahead of time what they will be
covering so that information does not get repeated and we have the best
use of the time we have with them.
The motion carried 7-0
7. New Business:
Jasson Urey said that there must be a public hearing before the DCED Act 47
grant can be awarded for Home Rule Commission expenses. We are still a few
months away from receiving funds.
Jasson Urey presented on “Current Borough Operations” which covered the
current:
Budget Message
Airport Budget
Sewer Budget
Storm Water Budget
Purchasing Procedure
Jasson suggested that the commission review the General Fund information.
That information could be covered at the August 9, 2018 meeting.
8. Public Comments:
None
12. Good of the Order:
Martha Johnson – Thanked Jasson for the presentation.
Paul Hamill – Thanked Jasson.
Steve Williams – Commented that he pleased with the 100% attendance by
commission members.
Steve Thompson – Acknowledged that tonight’s information was disappointing in
that there are challenges the Borough has that a Home Rule Charter cannot
address.
Hal Johnson – Expressed that the presentation was informative.
Casey Shilling – Also felt the evening was informative.
Paul Miller – Echoed Steve Williams disappointment and expressed appreciation
for Jasson’s efforts and commitment.
13. Adjournment
A motion was made by Paul Hamill with a second from Casey Shilling to adjourn
the meeting. The motion carried 7-0. The meeting adjourned at 8:38 PM.
