Town of Greenville Public Hearing Minutes 09-22-25 www.greenvilleborough.com MINUTES OF A PUBLIC HEARING OF THE TOWN OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Monday, September 22, 2025, at 6:00 p.m. 1. Call to Order Jean Carr-Fisher, Deputy Mayor If you are a visitor to council, we ask you to please sign in at the door and turn off all cellular telephones. The public was reminded that they may be audio or video recorded during the meeting. 2. Attendance: Jean Carr-Fisher, Deputy Mayor Chad Bromley, Councilor Evan Hereford, Councilor Brian Shipley, Councilor Linda Zuschlag, Councilor Jasson Urey, Town Manager Also present: Frank Vanderslice Tracy Beil Jol Rinella, audio recording Staff: Media: Amy Hollowell, Administrative Assistant Caleb Stright, Record-Argus, audio recording Rosalynn Reagle, Assistant Town Manager Hailey Rogenski, Sharon Herald 5. Deputy Mayor Jean Carr-Fisher stated Mr. Jasson Urey will be making a presentation on the draft 2026 Multi-Year Capital Plan and then comments will be taken from the public on the draft plan. 6. Public Comments – Mr. Joel Rinella, 424 South Main Street, had issues with $300,000 for the street garage, $200,000 for the fire department garage, $250,000 for the municipal building repairs, $12,000 for computer replacement, $100,000 for siding the senior center, which were all arbitrary figures. Design and planning are not an inappropriate use of funds; the money should be used for physical assets. Mrs. Tracy Beil, 6 Ferguson Way, the figures provided are preparing the town for what could happen, not necessarily the actual project – prices change, and labor costs continue to rise. It is a plan. The numbers give you a better idea of the plan, if the project comes in lower, that’s great. It is a plan. 7.
