Town of Greenville Public Hearing Minutes 10-27-25 www.greenvilleborough.com MINUTES OF A PUBLIC HEARING OF THE TOWN OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Monday, October 27, 2025, at 6:30p.m. 1. Call to Order Paul Hamill, Mayor If you are a visitor to council, we ask you to please sign in at the door and turn off all cellular telephones. The public was reminded that they may be audio or video recorded during the meeting. 2. Paul Hamill, Mayor – stated Mr. Jasson Urey will be making a presentation of the draft 2026 Budgets, and then comments will be taken from the public on the draft budget. 6. Public Comments – Mr. Joe Cushman, 56 South Second Street, asked a question not related to the budget draft and Mayor Hamill reminded him the purpose of the hearing was to take comments related to the draft budget. Mr. Cushman then asked of the following: contribution to the Greenville Area Public Library, photocopies, narcotics task force, solicitor fees, and the Community Development Block Grant. Ms. Linda Snyder, 230 East Avenue, agrees with the increase to the Fire Service Fee and supports the Greenville Fire Department, but expressed dissatisfaction with the proposed increase to the Storm Water Utility Fee. 1 Town of Greenville Public Hearing Minutes 10-27-25 Mr. Joel Rinella. 424 South Main Street, questioned salaries of the Administrative Assistant positions, tax rates and the distribution of rates with the decrease of debt service, skill game fees, web support for storm water utility, why the borough is paying the Fire Service Fee and Storm Water Utility Fees, park and recreation, fiscal agent fee, Redevelopment Authority funds, Fire Service Fee and Storm Water Utility Fee, and the East Avenue Storm Water project amount. Mr. Gary Mueller, 701 Vernon Road, asked if there will ever be a time when the fees will decrease. Ms. Ellen Pardee, 39 North Third Street, questioned three notices and if the payments could be broken down with two different due dates for the Storm Water Utility and Fire Service Fee. Ms. Debbie Jordan, 219 East Avenue, asked why residents get requests for donations to the fire department once they pay their Fire Service Fee and taxes. 7.
