Town of Greenville Public Hearing Minutes 02-09-26 www.greenvilleborough.com MINUTES OF A PUBLIC HEARING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Monday, February 9, 2026, at 6:00p.m. 1. Call to Order Jean Carr-Fisher, Mayor If you are a visitor to council, we ask you to please sign in at the door and turn off all cellular telephones. The public was reminded that they may be audio or video recorded during the hearing. 2. Jean Carr-Fisher, Mayor – Stated the purpose of this hearing is to take public comment on the Draft Zoning Ordinance and the Draft Zoning Map before considering their adoption. 6. Public Comments – Mr. Joel Rinellal, 424 South Main Street, asked why there was no presentation of these items prior to the hearing, the public should not have to sift through a two- hundred-page document to compare it to a three-hundred-page document. He said a summary was needed and wanted to know if they have teeth in the ordinance to control how many of a certain business goes where. Planning Commission Member, Anne Butcher answered the boards cannot control what businesses come in, we are required to be open to all. Planning Commission Member, Trey Wilt gave a synopsis of the zoning map explaining each zoning district. 1 Town of Greenville Public Hearing Minutes 02-09-26 Ms. Barb Allen, 19 North Mercer Street, Apartment 101, asked why the bed & breakfast was turned down and who will enforce the new rules. Borough Manager Jasson Urey explained a neighboring resident filed an appeal for a special exception for the bed & breakfast not having enough parking. Ms. Tracy Beil, 6 Ferguson Way, asked bottom line, what does the new distribution of property types bring us. Mr. John Hauser, 58 Eagle Street, a former Planning Commission member, felt this rewrite was well overdue for the borough and learned a lot during the process of the rewrite. Mr. Andrew Hofing, 42 Manorview Drive, expressed concerns of limitations put on incremental housing with the new zoning. 7.
