MINUTES OF A REGULAR MEETING OF COUNCIL OF THE BOROUGH OF GREENVILLE HELD IN THE COUNCIL CHAMBERS ON TUESDAY, JANUARY 11, 2005, AT 6:30 P.M. 1. Call to Order: Council President Longiotti called the meeting to order at 6:30 p.m. 2. Invocation: Pastor James Chapin, Living Word Christian Center The pledge to the flag followed. 3. Present: Pete Longiotti, Council President David P. Henderson, Council Vice-President Pamela S. Auchter, Councilor Robin S. Douglas, Councilor Theodore E. Jones, Councilor Henry M. Mueller, Councilor Jasson W. Urey, Councilor Clifford H. Harriger, Mayor Also present were Vance E. Oakes, Borough Manager, and Solicitor Joseph Joseph of Douglas & Joseph. 4. Public Comments / Public Participation Marie Julian introduced Pat Homer, Historical Society Librarian. Ms. Homer read information about the history of the Greenville Post Office. She commented, “Post Offices constitute the most common form of federal government in the nation.” She, along with others, would like to see that the local post office be preserved. The Greenville Post Office was built during the Depression era 70 years ago, and was a Public Works Administration Project. Five years ago, the National Register of Historic Places added the Greenville Commercial Historic District, and the post office is included in the district. Therefore, the Advisory Council on Historic Preservation must be able to comment on the fate of the Greenville Post Office. 5. Approval of Council Vice-President Henderson moved, seconded by Councilor Minutes Mueller that the following minutes be approved. a. December 14, 2004 – regular meeting b. December 17, 2004 – special meeting Motion approved. 6. Budget Report Councilor Urey moved, seconded by Councilor Auchter to approve the Monthly Fund 01 monthly Fund 01 Report. Motion approved. Councilor Longiotti said the Budget Year 2004 ended with a surplus, and some money was put back into the Bond Fund. He said 2005 is starting on solid ground. 7. Mayor’s Mayor Harriger presented a Certificate of Appreciation to Paul D. Boyer Presentation for 25 years of service with the Greenville Public Works Department. 1 8. Council and Committee Reports Councilor Mueller moved, seconded by Councilor Urey to accept the monthly reports as written: a. Mayor and Police Report for December 2004 b. Fire Chief’s Report for December 2004 c. Treasurer’s Report for December 2004 Motion approved. The following reports are placed on file: a. Code Enforcement Report for December 2004, and Year End Report 2004 b. Public Works Report for December 2004 c. Department Head Minutes for December 17, 2004 d. GALSA Minutes for December 13, 2004 9. NEW BUSINESS a. Civil Service No names have been submitted to fill the vacancy on the Civil Commission Service Commission. b. Appointment Council Vice-President Henderson moved, seconded by Councilor Urey to of Auditors/ appoint the firm of McGill, Power, Bell & Associates as auditors for the Res. 2005-01 Borough of Greenville for a three-year contract, for the auditing of fiscal years 2004, 2005, and 2006. Motion approved. c. No Smoking Council Vice-President Henderson moved, seconded by Councilor Urey to Policy/ adopt Resolution 2005-02, “No Smoking Policy” that pertains to smoking Res. 2005-02 and/or chewing of tobacco in any buildings owned by the Borough of Greenville. Motion approved. Vance E. Oakes read Resolution 2005-02. d. Oil & Gas Vance E. Oakes stated that the written proposal has not been received. Proposal It was tabled until February’s meeting of Borough Council. e. Civil Service Councilor Urey moved, seconded by Council Vice-President Henderson to Exams approve the request of Police Chief Dennis Stephens to order Civil Service Exams for the purpose of hiring two part-time officers. Motion approved. f. Burning Council Vice-President Henderson moved, seconded by Councilor Ordinance Mueller to include the revisions to the burning ordinance in the pending Revisions codification revision. Motion approved. g. Alan Avenue Councilor Mueller moved, seconded by Councilor Urey to authorize the Improvements Solicitor to develop and advertise an ordinance for placing temporary stop signs on Alan Avenue during Little League games. Motion approved. 2  Tennis Court Council Vice-President Henderson moved, seconded by Councilor Fencing Auchter to remove part of the fence at Riverside Park to allow for motor vehicles to be parked on the old tennis courts. A roll call vote taken. AYE NAY Councilor Jones √ Councilor Auchter √ Vice-President Henderson √ Councilor Mueller √ Councilor Urey √ Councilor Douglas √ President Longiotti √ Vote approved 5 to 2. h. Save the Council Vice-President Henderson moved, seconded by Councilor Urey to Post Office appoint Dr. Mueller, Mayor Harriger, Marie Julian, Pat Homer and Ed Loreno to serve on a committee to save the Greenville Post Office. Motion approved. Councilor Mueller was appointed Chairperson. i. Revision to Councilor Mueller moved, seconded by Councilor Urey to approve the Non-Uniform the advertising of an ordinance increasing the pension benefit multiplier Pension Plan per the collective bargaining agreement reached with AFSCME. Motion approved. Vance E. Oakes explained that the Pension Administrator is drawing up the ordinance to amend the plan per the agreement reached with AFSCME. It should be prepared and advertised for the February Borough Council meeting. j. 2005 COG Councilor Urey moved, seconded by Councilor Mueller to approve the Joint 2005 Mercer County Council of Government Joint Purchasing Materials Purchasing and Supplies. Motion approved. k. Per Capita Councilor Auchter moved, seconded by Councilor Urey to approve the Duplicate request of Greenville Tax Office for permanent exonerations to Greenville’s Per Capita Duplicate in the amount of $20.00. Robin Douglas abstained from the vote. Mayor Harriger said there has never been a water meter at the Railroad Park. He said there is one building with water in it. Arrangements have been made with McGranahan Plumbing to have a meter installed. Pete Longiotti reminded everyone of the public meeting on January 27, 2005, at 6:00 p.m. in the Lecture Hall, at the Greenville High School. HRG Engineering will host the meeting for the purpose of presenting the results of the water/sewer study. 13. Adjournment There being no further business to come before Council, it was moved by Councilor Mueller, seconded by Council Vice-President Henderson that the meeting be adjourned. Motion approved. 14.
