MINUTES OF A REGULAR MEETING OF GREENVILLE BOROUGH COUNCIL HELD IN THE COUNCIL CHAMBERS ON TUESDAY, AUGUST 9, 2005 AT 6:30 P.M. 1. Call to Order Council President Longiotti called the meeting to order at 6:30 p.m. 2. Invocation: Rev. Dale Heathcote, First Baptist Church Flag Salute 3. Roll Call: Pete Longiotti, Council President Pamela S. Auchter, Councilor Robin Douglas, Councilor Theodore E. Jones, Councilor Henry M. Mueller, Councilor Clifford Harriger, Mayor Members absent: David Henderson, Council Vice President Jasson Urey, Councilor Also present were Vance E. Oakes, Borough Manager, Joe Joseph, Borough Solicitor 4. Public Comments / Public Participation Shirley Hildebrand addressed the Council on behalf of the Northwest Democratic Alliance. She asked Council to grant approval to allow the Northwest Democrat Alliance to operate small games of chance. Ms. Hildebrand explained what the organization did, the many events they have participated in, and that the organization was open to anyone wishing to attend. They meet the 2nd Monday of each month. She stated that they have been to the Mercer Co. Courthouse to fill out the appropriate application to operate small games of chance but they were told that they also needed Borough Council approval. Councilor Jones asked if the County instructed them to come to Borough Council, Ms. Hildebrand stated “yes”. Councilor Jones asked a few questions pertaining to the organizations purpose. Councilor Douglas asked if they only supported Democratic candidates. Ms. Julie Perroitti read a portion of the by laws that stated they support either party or political issues. Council President asked for a motion to approve their request. Councilor Mueller moved to approve the request, being no second to the motion, the motion died. 5. Approval of Minutes Councilor Auchter moved, seconded by Councilor Mueller that the minutes of the July 12, 2005 regular meeting be accepted as written. Motion approved. 6. Budget Report Councilor Jones moved, seconded by Councilor Auchter to accept the Budget Report – Fund 01 as presented. Motion approved. 1 7. Mayor’s Correspondence The Mayor announced that on Sunday, August 21st at 2:30 p.m. there would be a 20th anniversary celebration for the Greenville Railroad Park. He invited all of the Council. The Mayor also invited the Council members to the Greenville School prayer service on Tuesday, August 23rd at 6:00 p.m. 8. Council and Mayor’s Report Councilor Mueller moved, seconded by Councilor Auchter to accept the monthly reports as written. Motion approved. a. Mayor and Police report for July 2005 b. Fire Chief’s report for July 2005 c. Treasurer’s report for July 2005 The following reports were placed of file: a. Code Enforcement report for July 2005 b. Public Works report for July 2005 c. Department Head minutes of July 29, 2005 9. UNFINISHED BUSINESS No unfinished business 10. NEW BUSINESS a. Request for a support letter from Northwest Pennsylvania Cooperation Council, Inc. Councilor Auchter moved, seconded by Councilor Douglas to authorize sending a letter of support to the Committee to Stop Manufactured Imports on the Borough’s behalf. A roll call vote was taken. Kurtanich Engineers & Associates, Inc. recommendation for payment of Estimate No. 1 to Combine Construction. Councilor Mueller moved, seconded by Councilor Auchter to approve payment to Combine Construction in the amount of $75,097.53 for Estimate No. 1 for the South High Reconstruction Project. Motion approved. 2 c. Consideration to sell the Old Riverview Hotel property. Councilor Mueller moved, seconded by Councilor Auchter to authorize the Borough Manager and Borough Solicitor to advertise for the sale of Borough property located at 2 West Main Street (parcel 55-516-014) and 12 South Front Street (parcel 55-516-015). Motion approved. d. Approval of Capital Budget 2006-2011 Councilor Mueller moved, seconded by Councilor Jones to approve the Capital Budget for the years 2006-2011. Motion approved. e. Approve a CDBG Spot Blight Project to seek bids for the demolition at 37-39 Shenango Street. Councilor Mueller moved, seconded by Councilor Douglas to approve a CDBG Spot Blight Project seeking bids for the demolition of a fire damaged duplex at 37-39 Shenango Street. Motion approved. f. Approve the plan for the building of a pavilion at the Sports Complex. Councilor Douglas moved, seconded by Councilor Auchter to approve the plans submitted by the Greenville and Jamestown Lion’s Club to build a 32’ by 40’ pavilion adjacent to the new parking area at the sports complex. Motion approved. g. Approval to lease the rail bed between Greenville and Jamestown to the Mercer Co. Trails Association. Councilor Jones moved, seconded by Councilor Mueller to authorize the Borough Solicitor to draw up an agreement between the Borough of Greenville and the Mercer County Trails Association for the purpose of leasing the rail bed between Greenville and Jamestown. Motion approved. h. Greenville Tax Office request for permanent exonerations. Councilor Auchter moved, seconded by Councilor Jones to approve the request from the Greenville Tax office for permanent exonerations in the amount of $10.00. Motion approved. i. Ordinance 1442 – amending ordinance regulating Borough parking lots. Councilor Douglas moved, seconded by Councilor Jones to authorize the Borough Solicitor to draw up and advertise an ordinance amending Part 7, Article E of the Code of Ordinances pertaining to off street Borough parking lots. Motion approved. j. Resignation letter from Burroughs Price, Jr., Greenville Planning Commission. Councilor Jones moved, seconded by Councilor Auchter to accept the resignation letter from Burroughs Price, Jr., Chairman of the Greenville Planning Commission, effective August 5, 2005. Motion approved. 3 11. Council Comments Councilor Jones stated that he plans to request a change in the Farm Market regulations for next year regarding the permit fee. He also wanted to congratulate the 11-12 year olds Greenville Little League team for placing 4th place in the State. Councilor Mueller asked Councilor Jones how the library was doing, he stated that beside the fact that the Borough did not donate as much money as he would have liked, they are functioning well. President Longiotti wanted to comment on the Little League committee who hosted the NW District Tournament; he felt they did a wonderful job. Mayor Harriger asked Councilor Jones, the council representative to the Library Board, to investigate why the flag that was purchased by the American Legion a few years ago has only been flown once or twice since purchased. Councilor Jones stated he would check into the matter. The Mayor also mentioned that on this upcoming Labor Day, the flag that will be flown on Diamond Park will be in honor of Col. John Woods that recently passed away. 12. Borough Manager’s Comments Mr. Oakes informed the Council that the Greenville Planning Commission was on track to have the final changes to the Zoning ordinance for the September 13th Council meeting. The Greenville Planning Commission is planning a special work session on August 18th. 13. Bills for Approval Borough Manager, Vance Oakes, read the bill report for August 9, 2005 Payroll $111,987.76 Traffic Lights $ 738.12 Administration 3,645.75 Street Lights 7,230.89 Tax Expense 3.23 Airports 1,909.12 Douglas & Joseph 1,000.00 Park Utilities 853.37 Borough Building 2,082.16 Parks Operating 5,845.57 Police Department 17,230.96 Bank Payments 1,125.94 Fire Department 8,387.53 Liability/Comp/Emp. Bond 14,154.86 Code/Zoning/COG 1,386.47 Swimming Pool 1,500.00 Sanitary Med. Ben 4,440.50 Sewer Sys. Operating Fund 44,093.88 Street/Pub Works 13,312.94 Total $240,929.05 Councilor Jones questioned the $1,500.00 expense for the swimming pool. Mr. Oakes explained it was an expense spread out over 3 month period, totaling $4,500 specifically for the utilities at the swimming pool. Councilor Auchter moved, seconded by Councilor Jones that the bills be paid as presented. Motion approved. Councilor Douglas abstained from the vote. 4 14.
