MINUTES OF A REGULAR MEETING
OF GREENVILLE BOROUGH COUNCIL
HELD IN THE COUNCIL CHAMBERS
ON TUESDAY, OCTOBER 9, 2007 at 6:30 p.m.
1. Call to Order Council President Longiotti called the meeting to order at 6:30 p.m.

Also present was Joe Joseph, Borough Solicitor and Ryan T. Eggleston, Borough Manager
4. Public Comments/Public Participation
Mr. Bryan Oros, St. Paul Homes, expressed his concern over the possibility of the council
not renewing the police contract with West Salem Twp. He stated the nursing home
depends on the Greenville/West Salem police department and encouraged the council to
renew the contract.
5. Approval of Minutes
Councilor Henderson moved, seconded by Councilor Price that the minutes of the
September 11, 2007 regular meeting be approved as written. Motion approved.
6. Budget Report
Councilor Henderson moved, seconded by Councilor Mueller to accept the Budget Report
– Fund 01 as presented. Motion approved.
7. Mayor’s items
Mayor Miller briefly spoke on the “Environmental Remediation at the Trinity sites”. He
reviewed the 6 issues the DEP has raised with Trinity Industries.

8. Council reports
Councilor Mueller moved, seconded by Councilor Henderson to accept the monthly
reports as written. Motion approved.

The following reports were placed of file:
a. Code Enforcement report for September 2007
b. Public Works report for September 2007
c. GALSA meeting report for October 8, 2007
9. Reports from Council Committees
Councilor Henderson reported the committee to raise funds to repair the Memorial
Swimming pool is in the beginning stages and hopes the committee’s efforts are
successful.
Council President Longiotti handed out his written report from the Mercer County
Regional Planning Commission meeting. His report stated the Mercer Co.
Commissioners will be developing an ordinance for storm water management and
all municipalities will be asked to send a representative to future meetings. Mr.
Longiotti reminded the planning commission that Greenville Borough & Hempfield
Twp. have a Consistency Review Board and asked they be consulted when
necessary. Lastly, President Longiotti said he suggested to the commission that all
municipalities include recycling in their solid waste contracts in the future.
10. UNFINISHED BUSINESS
a. Award bid for the sale of borough property
After a lengthy discussion beginning with a statement from Mayor Miller, Councilor
Henderson moved, seconded by Councilor Mueller to award the bid for the sale of the
borough property located at South Front and South Second Streets, parcel no. 55-056-001-
001-004 to Dale Wilson, Hadley PA in the amount of $8,011.00. A roll call vote was
taken.

11. NEW BUSINESS
a. Appointment of Junior Councilor - James Ingley
Councilor Henderson moved, seconded by Councilor Price to appoint Mr. James Ingley as
a Junior Councilor. Motion approved. Mayor Miller conducted the swearing in of
Mr. Ingley.
b. Re-bid for a sewer lateral inspector in the borough
Councilor Henderson moved, seconded by Councilor Auchter to authorize the borough
manager to advertise for bids for a sewer lateral inspector in the borough.
Motion approved.
c. Per Captia Exonerations
Councilor Auchter moved, seconded by Councilor Price to approve the request from the
Greenville Tax office for permanent exonerations to the Per Capita Duplicate in the
amount of $50.00. Motion approved.
d. First National Bank’s request for the use of the public parking lot
Councilor Price moved, seconded by Councilor Auchter to approve the request from First
National Bank for the temporary use of the public parking lot on Shenango Street to house
a temporary drive through trailer while the current drive through is undergoing
construction. Motion approved.
e. HRG Engineering to develop cost estimates
Councilor Mueller moved, seconded by Councilor Price to authorize the borough
engineers, HRG Engineering, to develop cost estimates for renovating the Greenville
Memorial swimming pool OR construct a new swimming pool. Motion approved.
f. HRG Engineering to inspect lights
Councilor Henderson moved, seconded by Councilor Auchter to authorize the borough
engineers, HRG Engineering, to inspect the lights at “Cooper Field” for repairs.
Motion approved.
g. Settlement agreement between Tri-County Ind. and Borough of Greenville
Councilor Price moved, seconded by Councilor Mueller to approve the settlement
agreement between Tri-County Industries and the Borough of Greenville. Motion
approved.

h. Renewing the police contract with West Salem Township
After a long discussion with comments from Mayor Miller, council members, and
members of the police department, Councilor Henderson moved, seconded by Councilor
Auchter to reject the offer dated September 11, 2007 from West Salem Township.
Motion approved.
Councilor Price moved, seconded by Councilor Auchter to authorize a new offer of a 1
year contract for police services in the amount of $79,905. The term of the contract would
be for January 1, 2008 – December 31, 2008. The council requested a sub-committee be
formed to study the actual cost of services provided to West Salem by the police
department. The committee will include a council member, a West Salem Twp.
supervisor, Mayor Miller and Chief Stephens. Motion approved.
12. Council Comments
Councilor Price congratulated James Ingley on his appointment as a Junior Councilor.
Landis Erwin was also welcomed back as a Junior Councilor.

Councilor Henderson moved, seconded by Councilor Mueller that the bills be paid as
presented. Motion approved.
15. Adjournment
Having no other business before council, Councilor Mueller moved, seconded by
Councilor Henderson to adjourn the meeting at 7:23 p.m. Motion approved.
