MINUTES OF A REGULAR MEETING OF GREENVILLE BOROUGH COUNCIL HELD IN THE COUNCIL CHAMBERS ON TUESDAY, FEBRUARY 12, 2008 at 6:30 p.m. 1. Call to Order Council President Longiotti called the meeting to order at 6:30 p.m. 2. Invocation: Pastor Douglas Moorhead, Greenville First Baptist Church Flag Salute 3. Roll Call: Pete Longiotti, Council President Pamela Auchter, Vice President David Henderson, Councilor Henry Mueller, Councilor Brian Shipley, Councilor Jasson Urey, Councilor Alfred Peden, Councilor - absent Landis Erwin, Jr. Councilor - absent James Ingley, Jr. Councilor – absent Richard H. Miller, Mayor Also present: Jim Douglas, Borough Solicitor and Ryan T. Eggleston, Borough Manager 4. Public Comments/Public Participation John C. Wilson, 44 Eagle Street, read from a prepared statement regarding Eagle Street’s street maintenance preformed by the residents, asking Borough Council to use the Elm Street Project grant monies this year. He also spoke on his frustration with the borough’s leaf collection process. Council President Longiotti stated the Elm Street Project grant will be discussed at the March 6th work session. John McDonald read from a prepared statement quoting the Sunshine Act and his feelings on why he believes he is not able to ask questions. 5. Approval of Minutes Councilor Henderson moved, seconded by Councilor Urey that the minutes of the January 7, 2008 Re-organizational meeting, the January 8, 2008 regular meeting and the minutes of January 24, 2008 special meeting be approved as written. Motion approved. 6. Budget Report Councilor Shipley moved, seconded by Councilor Urey to accept the Budget Report – Fund 01 as presented. Motion approved. 1 Greenville Borough Council Meeting minutes ~ 2/12/08 7. Mayor’s items Mayor Miller briefly spoke about each gentleman and presented two mayoral certificates to the following: a. Mr. Lee Greenfield, recently resigned as Coordinator of the Greenville Railroad Park. Mr. Greenfield thanked his family and especially State Senator Bob Robbins for their support through the years. b. Paul Molton, recently promoted to Sergeant of the Greenville/West Salem Police Department. Chief Dennis Stephens presented Sgt. Molton with a gold shield and his sergeant chevrons. Mayor Miller asked Paul Boyer, Public Works Superintendent, if the borough had enough salt on hand for the current winter storm. Mr. Boyer confirmed the level was fine with additional loads on back order. 8. Council reports Councilor Shipley moved, seconded by Councilor Auchter to accept the monthly reports as written. Motion approved. a. Police report for January 2008 b. Fire Chief’s report for January 2008 and the 2007 annual report c. Treasurer’s report for January 2008 d. Code Enforcement report for January 2008 e. Public Works report for January 2008 f. GALSA meeting report for February 11, 2008 9. Reports from Council Committees  Councilor Henderson stated at the recent GALSA meeting, the subject of possibly resurrecting the ice skating rink in Riverside came up and wanted the public to know steps may be taken to see if this idea is feasible. A brief discussion followed between Mr. Henderson, Mr. Longiotti & Mr. Miller on the history of the ice rink.  Councilor Urey gave an update on the Street Committee and listed the following as projects they are currently working on: 1. New public works garage 2. Salt storage shed 3. Streetscape Phase II 4. Decide what to do with the old public works garage 2 Greenville Borough Council Meeting minutes ~ 2/12/08 10. UNFINISHED BUSINESS a. Appointment to the Greenville Planning Commission Councilor Mueller moved, seconded by Councilor Auchter to appoint Mr. John Hauser to the Greenville Planning Commission effective immediately. Motion approved. This term will expire on December 31, 2009. b. Special warranty deeds for the two Trinity parcels Councilor Urey moved, seconded by Councilor Mueller to approve the special warranty deeds for the two Trinity parcels. Motion approved. 11. NEW BUSINESS a. David Henderson’s resignation from the Greenville Municipal Authority Councilor Mueller moved, seconded by Councilor Auchter to accept Mr. Henderson’s resignation with regret. Motion approved. Councilor Henderson abstained from the vote. b. Advertise for the open seat on the Greenville Municipal Authority Councilor Urey moved, seconded by Councilor Mueller to authorize the Borough Manager to advertise for the open seat on the Greenville Municipal Authority. Letters of interest will be due to the Borough Manager by March 4, 2008. Motion approved. c. Approve James Kaltenbaugh, Jr. as a Junior Volunteer Firefighter Councilor Urey moved, seconded by Councilor Mueller to approve Mr. James Kaltenbaugh, Jr. as a Junior Volunteer Firefighter in the Greenville Volunteer Fire Company. Motion approved. d. Authorize the Borough Manager to send a letter to the Department of the Auditor General Councilor Henderson moved, seconded by Councilor Urey to authorize the Borough Manager to send a response letter to the Department of the Auditor General in response to the Auditor General’s Report dated December 7, 2005. Motion approved. e. Approve the contract for Steve Vosler – Sewer Lateral inspector Councilor Mueller moved, seconded by Councilor Auchter to approve the 3 year contract agreement between the Borough of Greenville and Mr. Steve Vosler for sewer lateral inspections. Motion approved. 3 Greenville Borough Council Meeting minutes ~ 2/12/08 f. Resolution 2008-01 Councilor Mueller moved, seconded by Councilor Henderson to adopt Resolution 2008-01 setting the fees for sewer lateral inspections. Motion approved. g. Resolution 2008-02 Councilor Shipley moved, seconded by Councilor Henderson to adopt Resolution 2008-08 – Plan revision for new land development – Sheetz, Inc. Motion approved. h. Award bid for pre-cast concrete wall section – Public Works Councilor Mueller moved, seconded by Councilor Urey to award the bid for a pre-cast concrete wall section to McGill Septic Tank Co., Kinsman OH in the amount of $16,200.00. Motion approved. i. Award bid for top cover for salt storage structure – Public Works Councilor Mueller moved, seconded by Councilor Henderson to award the bid for a top cover for a salt storage structure to Blair Construction, Sagertown PA in the amount of $22,300.00. Councilor Shipley asked the Borough Manager the target date of construction. Mr. Eggleston estimated 6-8 weeks for completion. Motion approved. j. Purchase of a replacement cruiser for the police department Councilor Mueller moved, seconded by Councilor Henderson to approve the purchase of a replacement police cruiser. Motion approved. A discussion followed on whether the purchase should be new or a used car. After some input from Chief Denny Stephens, a motion was made by Councilor Shipley, seconded by Councilor Henderson to approve the purchase of a 2008 Dodge Charger not to exceed $23,000, using $10,700 from the insurance payment and the remainder to be taken from the capital account mentioned in the next item (item k). Motion approved. k. Approve the transfer of $17,098.74 from the emergency loan account Councilor Henderson moved, seconded by Councilor Auchter to approve the transfer of $17,098.74 from the emergency loan account to the capital account. Motion approved. l. Agreement to authorize electronic access to PennDOT systems Councilor Henderson moved, seconded by Councilor Mueller to approve the agreement authorizing electronic access to PennDOT systems. Motion approved. 4 Greenville Borough Council Meeting minutes ~ 2/12/08 m. Promotion of Patrolman Jeremiah Christner Councilor Urey moved, seconded by Councilor Mueller to approve the promotion of Patrolman Jeremiah Christner to full time status effective February 16, 2008. Motion approved. n. Approve a one year contract agreement with AFSCME Councilor Mueller moved, seconded by Councilor Shipley to approve the one year contract agreement between the Borough of Greenville and AFSCME. Motion approved. o. Advertise for mowing services for Riverside Park Councilor Henderson moved, seconded by Councilor Auchter to authorize the Borough Manager to advertise for bids for mowing services in Riverside Park. Motion approved. 12. Council Comments Councilor Urey thanked Mr. Lee Greenfield for his years of dedicated service to the Greenville Railroad Park and congratulated Sgt. Paul Molton and Jeremiah Christner on their new status in the Greenville/West Salem police department. Councilor Shipley echoed Councilor Urey’s remarks. Councilor Henderson announced he will be holding a “Greenville Summit” get together on March 11, 2008 at 7:30 p.m. at Carini’s restaurant. Everyone is welcome to attend to share ideas for the future of Greenville. He is planning on inviting organizations and representatives from Hempfield & West Salem Townships. Council President Longiotti announced, due to the weather, the 6:00 p.m. CDBG public hearing was cancelled by Mercer Co. Regional Planning. It has been re-scheduled for March 6, 2008 at 6:00 p.m. in the council chambers. 13. Borough Manager’s Comments None 5 Greenville Borough Council Meeting minutes ~ 2/12/08 14. Motion approved. 15. Adjournment of regular meeting Having no other business before council, Council President Longiotti asked for a motion to adjourn to an executive session to discuss a personnel issue.
