MINUTES OF A REGULAR MEETING
OF THE BOROUGH OF GREENVILLE COUNCIL
HELD IN COUNCIL CHAMBERS
Tuesday, August 12, 2008 at 6:30pm
1. Call to Order Council President Longiotti called the meeting to order at 6:30pm.

4. Public Comments/Public Participation
Mr. Shaw questioned the Homestead Act, noting the difference in the amount of taxes paid
between Sharon and Greenville. He was referred to the county tax office.
5. Approval of Minutes
Motion by Councilor Mueller, seconded by Councilor Urey, that the minutes of the
July 8, 2008 regular meeting and the July 24 and 28, 2008 special meetings be approved as
written. Motion carried.

6. Budget Report
Mr. Eggleston gave an overview of the budget report. Motion by Councilor Urey,
seconded by Councilor Henderson, to approve the budget report. Motion carried.
7. Mayor’s items
Mayor Miller reported that the property owner adjacent to Fessler Place alley has proposed
appealing the decision to vacate a portion of the alley in preparation for the new post office
building in Greenville. The mayor expects this issue will come to a favorable conclusion.
8. Council reports
a. Treasurer’s report for July 2008
b. GALSA report for August 11, 2008
Motion by Councilor Shipley, seconded by Councilor Henderson, to accept the monthly
reports as presented. Motion carried. The police, fire and public works reports will be
reviewed by council for acceptance at the September council meeting.
9. Reports from Council Committees
Councilor Henderson reported an electrical wiring upgrade is completed at the
amphitheatre in Riverside Park and this facility is available for public use.
10. UNFINISHED BUSINESS
None.
11. NEW BUSINESS
a. Copies of the 2007 Borough Audit were distributed. Paparone, Stillwaggon and
McGill will attend the September work session to review the audit with council and
answer any questions.
b. Motion by Councilor Shipley, seconded by Councilor Peden, to approve Resolution
2008-08 regarding the newly revised open record act. A roll call vote was taken.

Motion carried with a vote of 6-1.
c. Motion by Councilor Urey, seconded by Councilor Auchter, to approve the revised
Airport Lease Agreement. Motion carried.

d. Motion by Councilor Mueller, seconded by Councilor Henderson, to approve Per
Capita exonerations from the Greenville Tax Office in the amount of $5.00.
Motion carried.
e. Motion by Councilor Peden, seconded by Councilor Urey, to approve a
recommendation from the Street Committee to hold a public auction to sell the old
public work garage located at 50 Achre Way. Motion carried.
f. Motion by Councilor Mueller, seconded by Councilor Shipley, to approve a
recommendation from the Street Committee to accept HRG’s proposal and timeline
for the new public works garage. Motion carried.
g. Motion by Councilor Peden, seconded by Councilor Mueller, to approve a
recommendation from the Street Committee to begin the process of holding a
borough surplus sale for unused equipment to be held this fall. Motion carried.
h. Motion by Councilor Shipley, seconded by Councilor Urey, to approve the Safe
Routes to School grant application to fund improvements for walkways to schools
in the Greenville area. Motion carried.
i. Motion by Councilor Urey, seconded by Councilor Mueller, to approve the
resignation of John Hansen, volunteer fire fighter. Motion carried.
12. Council Comments
Councilor Shipley reported good process on preparing the airport lease. He also inquired
about the junior councilor program. Councilor Henderson gave a brief overview.
Councilor Peden commended council on the current good rapport and suggested they
continue to work together.
Councilor Mueller stated that now that the new street department building is underway,
council should think about a new administration building.
President Longiotti reminded council of the retreat scheduled Saturday, August 16
beginning at 9:00am to review and condense recommendations from ACT 47.

16. Adjournment
Having no other business before council, motion by Councilor Urey, seconded by
Councilor Henderson, to adjourn the meeting at 6:54pm. Motion approved.
